This is probably a troll post but I'll answer it anyway.

The answer is, they don't. If you have dental insurance you go to a dentist in your dental insurance network and they charge you according to the schedule negotiated with the dental insurance company. If you paid for insurance that has a copay or deductible, you pay that according to the terms of your insurance agreement.

If you are asking "why do dentists charge me more because I don't have insurance?", it is because you don't have insurance and haven't bought into the price controls and the discounts.

Granted, they do have to go to school for longer than a normal degree, but yeah, they are ripping everyone a new asshole! They know it, you know it and we all know it.

You ever heard of a dentist getting foreclosed on? You ever see a dentist living in a lesser house than yours? You ever see a dentist driving a car more than 5 years old? The answer to all of those questions is probably not!

You can always do your own if you think that you can do it better/cheaper.

The reason they charge you more than the insurance rate is because the rate doesn't begin to cover the actual costs associated with their practice, for the most part. They have to pay the bills and so they just don't participate. Dental insurance is a joke. Unless somebody else is paying for it, or you get lucky and find a participating dentist, don't buy it. Just put what you would have paid in premiums into a bank account and use that to pay your dental bills. The annual cap is so low it doesn't help much.

Dentistry is such a shady profession. If you find one that you like, just pay whatever they want.

So just who would not allow them to charge more than insurance? It's a free market system, in case you have not figured that out. Nothing to investigate unless their care is poor then you need to contact the State Board of Denistry.

That what they are So let the real barbers take care of the business They can actually fix people teeth not just make a pretty expensive smile for double income grossly overpaid feds.
