Reston Police District - 58-year-old Robert Clinage was arrested for embezzling at least $60,000 from the South Lakes High School Booster Club. Clinage, who until 2016, volunteered as treasurer of the club. After stepping away from his position as treasurer, other members noticed a large amount of money missing from the booster’s bank account. The boosters conducted an internal audit of their account which initially discovered the shortcoming. A subsequent criminal investigation began in December 2016, and charges were filed in June of this year. He turned himself in on July 12 and was taken to the Adult Detention Center. Clinage was not an employee with the school.

NOTE: Booster clubs are independent of school districts.

Probably very little. People embezzle because they are desperate for money, which they then usually spend very quickly. So then they have nothing with which to pay back the stolen money.

Good luck with the insurance claim.........

***********They were all warned. Numerous times.***************

Were the lost funds public funds? Money from gate receipts or Let's Make a Deal Booster Club ticket purchases (no no NO), student fees for uniforms, etc.? That all should have gone through a school account, in which case the school system would be responsible for the loss. If these were public funds, the insurance policy may or may not cover the loss and the officer liability coverage could also be in serious jeopardy.

Did the club have insurance?
Did they pay the bill (you'd be surprised!)?
Did they have somebody without check signing privileges seriously checking the bank statement each and every month and clearly documenting this?
Have they been doing annual reviews and/or audits? Really? Are you sure?
If all of the above are not in order, NO PAYOUT from the insurance company is a definite possibility.

If these weren't public funds, all those hours in the snack bar, peddling sportswear, you name it...........POOF. Right into the bank account of one of the parents.

This isn't the first time and it certainly won't be the last in FCPS or anywhere else.

Live and learn.

This guy signed the tax returns for the last several years. Here is the most recent. How long has he been up to no good?

$180,000 revenue. $140,000 in the bank. $60,000 is a lot of money any way you look at it.

It was actually $250K in revenue and $120K in the bank. Depends on which year you are looking at.

Term limits.
Better practices.
Better selection process for officer positions.

After NAVY embezzlement of $180,000 you would think Fairfax County schools would have systems in place to prevent this shit.

Booster clubs are not part of the school system. They are independently run non-profits. FCPS started requiring that meeting minutes, copies of their organizational documents, and a few other things be provided to the school system, but these clubs are basically on their own, in spite of dealing with the parents and many times the students on a very close basis.

Now, you would have figured that the Booster clubs would have learned some valuable lessons after what happened at Navy and some other things that went on over the last several years, but these are very loosely run organizations. Whoever is willing to help gets voted into the leadership positions, and turnover and the demands of their real lives add to the difficulties of running these organizations.

Incredible to believe, but FCPS allowed millions of dollars a year of THEIR MONEY to be managed by these groups for many years, in flagrant violation of their written policies and the Code of Virginia, with zero supervision or accountability. They are still struggling with disentangling themselves from that ridiculous situation. It's pathetic. It really is.

They will probably never really know how much this guy got away with.

I feel sorry for his family, particularly his children.
