No, but they think they are. Walk into any bar in Manassas and you can DEFINITELY tell they are socially oriented toward our southern brethren. Accent, clothing, behavior etc is nowhere near the snotty attitude of true Northern Virginians.
There is a geographic Northern Virginia (found here

You can tell you have crossed the boundary line when you look around and no longer see white women in expensive cars yapping on the phone and tailgating you. Eastern Prince William along the 95 corridor is Northern Virginia, but blue-collar Manassas is not. It's an island of rural in a sea of metro-suburbia... they don't even talk like us even they are only one exit down I-66 from us (though it is a number of miles between the last FFX county safepoint and Manassas).
I had friends from college who lived in Strasburg and Front Royal, and they all said they were from Northern Virginia and I said HORSESHIT. You are in the northern part of the state but you ain't NoVA. If you can't make a toll-free call to a Washington DC number from a landline phone then you are not in NoVA.
