Did WMATA say that they were not interested in operating Metro?

I believe that it was during the debate about whether to build the Silver Line a Metro official stated that WMATA was a construction organization and they had no interest in maintaining or operating the rail line. While the statement was in support of the extension of the system beyond the 103 mile original system, it did help to explain their attitude during the past 15 years. I have looked several times for the news report but failed to come up with the statement from an interview. Does anyone else remember this newspaper article?
