My 18 year old daughter wants a cartilage piercing and I would like to find a reputable place that will use a needle and not a piercing gun.

Doesn't "concerned dad" have a variable speed drill to use? Just use a blow torch to sanitize the 1/8 inch bit, and you're good to go! Make sure she holds very still, though--otherwise, it could get messy.

Edit: to avoid any inherent sexism above, let me recommend a trip to Home Depot for "concerned mom". They are very helpful.

What is the difference between using a needle and a piercing gun? Safety? Accuracy?

This is what happens when cartilage piercing (with a piercing gun) goes wrong

The needle is hollow, and actually creates a hole. The gun just fires a pointy piece of metal through the cartilage, pushing shit aside.

I had my upper ear cartilage done with a gun and had no problems, but if I had known then what I know, I'd have gone for the needle. Problems with infections, cracked cartilage, keloid scars, etc.
