Wtf happened in the parking lot of joann fabric in fairfax towns venter

There is a car in the middle of the parking lot with both back wheels missing and cones around it. It looks pretty beat up as well and has a North Carolina liscense plate. I also saw a rubber chicken in a parking lot tree.... what is happening

The fact that the car isn't in a parking spot suggests to me that the wheel fell off. Probably took it to a tire shop for repairs or rotation and they didn't properly tighten it.
