Easy fix for metro is to put an Arthur Treacher's in every station. Instant revenue! And happier riders since they would all be enjoying delicious fish and chips!

Simple fix: Provide free Arthur Treacher's fish and chips to all passengers who complain. Free hush puppies at every metro gate.

Consuming food or drink is not legal in any Metro train, platform, station, elevator/escalator, or other enclosed area, and WMATA police can arrest people for doing so. Only exception is consuming bottled water on excessive heat days in the summer, typically above 95 degrees, which are announced in advance. It is fine to carry food or drink as long as in spill proof containers to help keep the system clean. This is the ideal though, and works most of the time, but exceptions can be found on twitter feeds if you google wmata unsuck where at times compliance and enforcement are lacking, just like on the road where someone on occasion runs a red light and may not or may not get caught.
