Consuming food or drink is not legal in any Metro train, platform, station, elevator/escalator, or other enclosed area, and WMATA police can arrest people for doing so. Only exception is consuming bottled water on excessive heat days in the summer, typically above 95 degrees, which are announced in advance. It is fine to carry food or drink as long as in spill proof containers to help keep the system clean. This is the ideal though, and works most of the time, but exceptions can be found on twitter feeds if you google wmata unsuck where at times compliance and enforcement are lacking, just like on the road where someone on occasion runs a red light and may not or may not get caught.
