Could our county have been saved had this hiring freeze been implemented in 1997?

Direct Federal hiring from 1997 forward had very little impact on the declining affordable living in Fairfax County. By that stage what was driving things was hiring of low income workers by PRIVATE companies that were providing goods and services to government employees and employees of government contractors.

Federal hiring freezes only direct more work to contractors. Contractors can easily cost tax payers more money.

The D.C. Market is inflated by government contractors not employees.

One could easily make the opposite argument. Just look at all office buildings that popped up after the hiring freeze and BRAC.
