Getting a move up if your not DOD is different. Step increases should happen as usual. Little bit more work if some one leaves..Same pay..Happens all the time to everyone else..Youll get the Hang of It.

The freeze does not affect pay rates. That's done by Congress.

Also, more than just the military is exempt from the freeze. Homeland Security, for instance.
