The recount has nothing to do with whether Hillary gets more votes, and everything to do with the Electoral College. If the recount is still in progress when the Electoral college meets the states involved in the recount will not be able to have their electors vote. Thus, Trump will not get at least 270 votes, and the election goes to the House and Senate. Because the Republicans control both houses, Trump will still become the next President. HOWEVER, because he has less than 270 electoral votes, he can be painted by the left as having less legitimacy than a President with 270.

That's what it's about, it's just a scheme to harm Trump. Nothing more, and nothing less.
