Either she paid for the gown herself or it was a gift from the designer to our country. Michelle looked absolutely spectacular in that magnificent gown.
But to answer Johnny's question, who paid for it? It was not taxpayers. The First Lady's Press Secretary explained, "Mrs. Obama pays for her clothing. For official events of public or historic significance, such as a state visit, the First Lady's clothes may be given as a gift by a designer and accepted on behalf of the U.S. Government. They are then stored by the National Archives.
This was a state dinner, not a get together at IHOP. The First Lady is expected to wear a designer dress. She'd be criticized if she didn't. I can only imagine what Melania would wear.
