As stupid a post as this is Ill go ahead against my better judgement and answer. Tree not on property is someone elses and you have no say as to it being removed or not unless it has died or is damaged and threatening to damage the property in question. Maple trees, among others, have very shallow roots - they usually run along the surface and even above grass level. Remove the roots and the tree will die.
There is no way to get rid of the roots other than removing the tree and letting them decompose and/or tearing them all up - a difficult task without grading the site with heavy equipment.
Buy the property or not with that in mind.
