What are these stickers on cars?

I see them a lot around here, different colors for different years. I don't like taking photos of other peoples' cars, so I made this in MS Paint.

Do they all say "16"? Some school thing?

Tineye turned up your post (which is amazingly fast for them to have picked it up!) and nothing else.

On the way there, I accidentally pasted the URL for your image into Google Images. That got a VERY strange set of irrelevant results...

If around the 7 corners area or Columbia Pike, those are Lake Barcroft stickers which allow the cars to park at the private beach lots around the lake.

If you type the file URL into tineye, it will always return that result. If you upload it from your computer, then it might not have found it.

Its similar to the Diver Down flag used in the US and parts of the Caribbean but in this case is for Islamic countries. Always gotta do shit differently. No idea what the 16 is for.

Yes it`s Diver Down flag... What does the number 16 on this images?

it is NOT a diver down flag. diver down in US Carrib and Canada is solid red with a white diagonal line from upper left to lower right

international diver down is the alpha flag white on the left and blue on the right
