There was a proposal to set up a charter school in the Falls Church area specifically designed to deal with the needs of students learning English. The initial objections came from the community who had seen Falls Church High School neglected, and feared with a competing charter school FCPS would continue to ignore Falls Church High.

It seems to me that situations such as this are ideal for charter schools. You have a relatively dense population of students in an area who share a similar need. That need is one that regular schools cannot adequately address without adversely affecting the quality of education for "typical students".
