According to the latest numbers YES is winning about 54-48% on Early Voting number.... A LOT OF Trump supporters are voting yes, and some Hillary SupporterS are voting NO

I'll voet FOR the Meals Tax on the condition that the BOS and FCPS approve CHARTER SCHOOLS for Fairfax - that way we get additional education funding and accountability in the spending of those funds - a win-win...

It is a late proposition but would really be a winner for anyone with kids in private school. You would have an accountable board with reasonable administration, the FCPS would feel competitive pressures and the FCPS would get their extra funds to waste on worthless proposals.

We at FCPS are building an institution of "enlightenment" with propaganda, distraction from issues of substances and control of all aspects of your existence - from age 2 to 22 you are a ward of the School SYSTEM. You will receive all your needs, food, counseling, indoctrination BUT do not make the mistake of thinking for yourself or you will be cast out, ridiculed and scorned. HAIL FCPS! HAIL THE CHILDREN! Massachusetts is looking at expanding Charter schools with the issue on the ballot this election. If liberal MA can make it work perhaps it will come to VA one day?

Charter schools in the U.S. are publicly funded independent (typically non-profit) schools established by teachers, parents, or community groups under the terms of a charter with a local authority. They are "schools of choice" - so parents elect to attend rather than be assigned to a particular school. Charter schools are innovative and often relieved of certain requirements to foster creative approaches to learning. They are assessed on the demonstrated performance of their students. They were first established in 1991 in MN and now exist in 43 States. In 2014-2015, 500 new public charter schools opened in the country. As of 2015, 6,700 charter schools enroll approximately 2.9 million students in the United States (of about 50 million total students in the US - about 6%).

Because they are publicly funded and can attract students from regular public schools (and bring funding with them) they are contentious with those special interests who benefit from the regular school system. Charter schools can also make evident failures or weaknesses in the existing school system - an important reason to implement them as a "check and balance" on an otherwise unaccountable system of public education.

In Virginia they are funded with public funds. The big difference is that for the most part their governance falls outside of the authority of the FCPS. That is why they would be dead set against charter schools.

There was a proposal to set up a charter school in the Falls Church area specifically designed to deal with the needs of students learning English. The initial objections came from the community who had seen Falls Church High School neglected, and feared with a competing charter school FCPS would continue to ignore Falls Church High. http://patch.com/virginia/fallschurch/charter-school-proposal-upsets-falls-church-parents-5035439c It is my understanding the charter school has been approved by state education authorities, but so far FCPS has not acted.

It seems to me that situations such as this are ideal for charter schools. You have a relatively dense population of students in an area who share a similar need. That need is one that regular schools cannot adequately address without adversely affecting the quality of education for "typical students".

Interesting to see the opposition from the community - they would likely benefit from a charter school, particularly one of the first in the area (would be anxious to show success) and since 2011 when this was first reported, the "typical" student experience at Falls Church HS (and most every other HS in the FCPS system) has been one of increased student / teacher ratios, and declining real funding on a per pupil basis - a sorry situation. More efficient use of resources would be most welcome by all.

The community's attitude is easily understandable if you visited Falls Church High around 2011. The physical condition was sad. Yet the County was pumping money into renovating Jefferson which was in much better shape, and had bumped West Springfield ahead of Falls Church. In an effort to bolster sagging enrollment at Falls Church FCPS used overcrowding at Annandale as an excuse to dump questionable neighborhoods on Falls Church High. Down the road you had massive overcrowding at Baileys, but FCPS wasn't able to re-activate Willston to take up some of the excess because the County refused to return the building to the School System. Finally middle school kids were being crammed into an overcrowded Luther Jackson because FCPS had neglected to acquire a replacement middle school when it vacated the old Whittier property.
