Realize this is an old thread, but as a recent graduate of UVA I thought I should highlight this particular comment. None of the schools in the top 25 need to "entice" families to apply. They get thousands, and some tens of thousands of applications each year. It's a schools market, and with the government willing to give virtually anyone a loan, the schools can charge whatever they wish, and people will pay it. I was able to transfer from NVCC into UVA, thus saving me half of what everyone else pays, but that's certainly not typical.
