4% Meals Tax to Save our Schools and Reduce our Property Taxes

The meals tax means 4% on everyone who eats out in Fairfax, which will allow the county to lower my property tax, plus this covers the FCPS deficit. So I pay less and my kids benefit more. Sounds like one heck of a winning plan to me.


"For the purpose of reducing dependence on real estate taxes, shall the Board of Supervisors of Fairfax County, Virginia, be authorized to levy a tax on prepared food and beverages, otherwise known as a meals tax, as allowed by Virginia Code § 58.1-3833, at a rate not to exceed four percent (4%) of the amount charged for prepared food and beverages (which, based upon state law, is applicable only to sales outside of the town of Clifton, and towns of Herndon and Vienna that have already implemented a meals tax)? The revenues generated shall be dedicated to the following purposes:
1: 70 percent of the net revenues to Fairfax County Public Schools.
2: 30 percent of the net revenues to County services, capital improvements and property tax relief."

the question was should be asking is why is there such a budget shortfall now when it comes to schools? i for one do not believe this will lower my property taxes either. sounds like a spending and inefficiency issue, solve it some other way before you come to me with your hand out.

WRONG. It means 4% on all restaurant sales except for certain sales at bars, whether the person eats at the premises of the restaurant or takes the food elsewhere to eat. In other words all of those carry out meals busy people pick up on their way home are included. It also includes significant sales from grocery and convenience stores. Even if you are buying it for ingredients the salad bar sale counts. The same may also be true of small snack purchases and single serving cans or bottles, the party platters you pick up and catered food. In short if it is being sold in a form that it can be immediately consumed, there is a good chance the tax applies to this sale.

Let's also remember that this is 4% on top of the 6% sales tax that is already imposed on the sales of food at restaurants or the 2.5% sales tax on food sold at grocery stores. It is also in addition to the BPOL gross receipts tax the businesses already pay on those sales.

Nowhere, anywhere, is there a guarantee that passage of the meals tax will lower property taxes. A far more likely scenario is that if the meals tax is enacted, it will not raise enough money to satisfy the schools and property taxes will go up anyway.

FCPS wastes money. All too well documented are cases such as the $9,000/day music and neuroscience consultant, the $10,000/hour commencement speech, the $80,000/month FCPS spends on travel and all of the perks (retirement, housing allowance, car, phone, etc.) that they give Karen Garza.

FCPS needs to cut spending. If this means certain "popular" programs have to go, then they go. The mission of FCPS is to serve the student community, whatever it may be.

Vote no on the meals tax on November 8.

The only places that'll possibly lose money with occasional diners will be the restaurants that already charge significantly higher than their price points (e.g. GAR, Clydes, etc.), but they'll make it up on the back end with business meals, out-of-town visitors, etc. Places that are reasonably priced and have a large regular base will probably see no change, and I'll bet the tips will actually be higher because 1. Regulars tip higher anyways and 2. People usually tip on the total check, including tax.

There's a lot of scare tactics going on.

A meals tax is inherently regressive. It is a subsidy to developers and wealthy property owners paid by everyone else, disproportionately so at the lower- to middle-income groups.

If your statements are true, then put the lower tax rate into the proposed law. Example, for every dollar in new revenue acquired by the tax, property taxes will be lowered 50 cents still netting the schools an increase. They won't put it in the language because what you say on that point is a lie. As for saving our schools, this means that our schools are in mortal financial danger. Consider this. The 2016 school budget is 2.7 BILLION dollars. That is 2600 million dollars. For one school system. By your statement that the school's need saving, it would indicate gross financial mismanagement by the school board and would justify their removal. On this point, we might agree. As for the meals tax, it won't lower the property taxes, and it won't save the school's, as if the board is mismanaging 2.7 billion it currently controls, new revenue means more mismanagement. No new tax. Fire the board. Cut the budget.

Entire budget increase is because of the increase in illegal immigrants in the county. Those who work are day laborers, paying no taxes.

Also, the number of illegal immigrant children being brought into Fairfax county sponsor families is a huge part also.

As a nation, we need to stop bleeding immigrants across our borders. We need to know, and control who can and can't come in (like our laws prescribe we do).

The 35% of total revenues is something new, so I would like to see the source. Of course nobody knows the true number, because we have no way of accurately determining which dollars are coming from residents and which are not.

The "wealthy County residents who are able to dine out often and at our more upscale eateries" is offset by the fact that it also hits carry out sales and sales of prepared foods from grocery stores and convenience stores. Also under an Attorney General opinion the meals tax does not apply to sales of alcohol only at restaurants. Patrons sharing expensive bottles of wine won't have to pay the tax so long as they don't order food to go with it.

Yes, in fact there are real data including that from those cities/counties in the DC area currently collecting them as well as monthly/quarterly sales and use tax filings by local businesses.

There are no 'studies' which suggest anything. The Board's guess at a number is a trivially simplistic, BS, back-of-a-Sea-Pearl-napkin estimate. It's based on taking total gross expenditures from a very coarse model called TEIM, assumiung that ~25% is spent on food, and then simply multiplying by the rate. They didn't even use the more appropriate output available from the model for local tax receipts, which even then includes business taxes, payrolls, and other secondary economic effects. Anyone who actually looks at the current receipts from sales taxes, from areas with meals taxes, disaggregated lodging vs meals receipts, or financial estimates for the economic impact of toursim done by, for example, Alexandria, VA Beach, etc., will very quickly see that number is pure fantasy.

An equal to greater chunk will come from other than sit-down meals at 'upscale eateries.' Total expenditures are roughly equal between restaurants and other meals away from home. Which is why it's not proposed as a tax on sit-down meals since it would only generate maybe half of the revenue. Lower income residents will pay a disprportionate share of income to subsidize the property tax bills of developers and wealthy property owners dining at those 'upsacel eateries.'

Exactly. The message a few years ago when they first started discussing this was the "need to diversify the tax base" after sequestration scared everyone into realizing how dependent we were on the federal government.

That's been abandoned and now they're arguing it's money for the schools and services.

As a landlord working in the dc metro I can tell you that VA has the lowest property taxes compared to Maryland which has a 800$ a mouthly flat taxs. In va the property taxs is based on the value of your house but is only at 1% annually witch is why the rent in Baltimore and Woodbridge is almost the same.
It's also the only reason that As far as I can tell that real estate prices are so high, I have sold completely unlivable houses for over 700000$ to out of state investors just looking for a place to park there money I bought one back last weekend at a tax auction because the new owner just thought they could get away with not paying any property taxs. They called me yesterday to buy the same property back. I will not say who or were because revealing even this information could get me sued

VA does have low property taxes, a $250,000 home in Richmond will only run you like $2000 a year in taxes. NoVA as a whole does not have low property taxes, ours are not far off from MoGO and D.C.

Virginia ranks 40th in overall taxes paid by citizens. Only 10 states have lower overall taxes. There surely is room for a few more tax dollars to be collected for such a good cause and the meals tax is a great way to do it.

The county can't enforce the option to pay tax vs requiring it from all. Those cities who have already adopted the meals tax are quick to go after the businesses who get behind on this tax.

The meals tax in Vienna is a huge success!

When it first took effect it did have a negative effect on the food service industry here in town. After 3 months business actually increased overall. The tax may have actually caused a few restaurants to close but they were soon replaced with better and more profitable ones. In the end there are no negatives and passing the meals tax was on of the best things we ever did. The city of Manassas and town of Warrenton had similar success with their meals tax.
Fairfax has always had a big population of right wingers who oppose any new tax but now that people who think that way are dying off maybe it will pass this time.
