It's simple if you're a homeowner in Fairfax: if you don't want your real estate tax to rise more, then vote for a meals tax this November.

It's simple if you're a county citizen in Fairfax: if you want tourists and other people from other counties to help pay for Fairfax services, then vote yes for the meals tax.

It's simple if you like to eat out: you will not notice a meals tax as you dine on lobster or linguine. People don't avoid Arlington because of its meals tax, nor do restaurants. Vote yes for the meals tax.

You realize that if you eat out much at all, then you'll likely pay more in tax on meals than you would on any comparable increase to your property taxes to generate the same amount of revenue right?

And you'll end up paying more property taxes anyway the next time they come back to the trough. That's what they really mean by "we need to diversify" revenue sources. They want the meals tax AND more property taxes.

NOBODY SAYS THAT THE MEALS TAX WILL KEEP REAL ESTATE TAXES FROM RISING! At best, it will keep the taxes from rising AS MUCH, however, the most probable scenario is that it will be enough to whet the BOS appetite for the pet projects that have been delayed because of the commercial real estate recession.

FCPS will spend everything the BOS will give them and more.

from another post:
the Fairfax County residential base "mill" tax rate in 2005 was $1.13/100, same as in 2016 - however, the median price for a house in Fairfax increased by 43% over that period (3.3% per year on average) while CPI (inflation per Bureau of Labor Statistics) increased by 23% (1.9% per year on average.

So, residential property taxes have increased by 20% above inflation since 2005 or an average of 1.4% above inflation each year for the past 11 years.

Over the past 25 years (since 1991), residential taxes have increased 163% - a compound annual growth rate of 4.0% per annum. CPI inflation increased 77% over the same period, or 2.3% per annum.

Why should the provision of services (largely schools) cost more than inflation year after year? Where are the vaunted efficiencies?

How long do you think this can go on before companies start leaving (the proportion of County taxes paid by businesses in 1991 was close to 25% vs. approximately 17% today), employees move with them, and the tax burden of pensions and inflated school expenditures drags down home equity values as taxes increase ever faster. Are we really attracting and educating better students who will stay and contribute to the growth and tax base or are we squandering money on programs and services that do not promise a return in the future?

The meals tax worked out great in Vienna and Manassas. In both cases the sales at the restaurants increased after the tax was imposed and the tax money was used for downtown revitalization projects in both the town and the city which brought in even more business. It was a win-win situation for everyone!
Ignorant Fairfax county residents will probably vote it down and leave all that money on the table which will force higher property taxes.

Since it was somehow agreed that 70% of the meals tax would go to schools, they don't have to fight the Board of Supervisors that much. They view it as a guaranteed income stream for retreats, consultants, and hiring more administrators!

The campaigns of the county, FCPS, and the general assembly should go after the root cause which is unfunded federal mandates. The Democrat Party benefits from the voters it subsides.

It's bullshit. It's a number that they backed into which uses numbers with different basis for the calculation. Doesn't take into account that there are 1.125 million residents vs relatively much smaller numbers of tourists and in-commuters, who eat 2X-3X the number of meals and do so on an on-going basis.

It's also misleading in the way that it's typically presented. There is no offset to what residents will pay. Residents will pay 100% of the tax on what they purchase. What somebody else purchases doesn't change their cost one bit. It's simply money over and above what residents are taxed in revenue to the county.

Even accepting the number, the trade off against an equivalent 4 cent increase in the real estate tax isn't that simple. That's because the meals tax applies to people, while a real estate tax applies to commercial and non-residential property as well. The latter of which makes up about 1/3 of the total main book of assessments. For 2016 non-residential properties comprise $2.99 billion or 44% of the $6.76 billion increase in assessments after equalization/growth. So using that as the basis and assuming that 'outsiders' did pay 28% of the theoretical $100 million (which they very likely won't really), it's still to the disadvantage of the PEOPLE of Fairfax county since the same hypothetical $100 million from a 4 cent increase would be paid at a rate somewhere between 33%-44% by businesses and other large non-residential property owners vs all paid by individuals. In the former case, individuals pay ~$72 million. In the latter case with a 4 cent across the board real estate increase, they'd pay only ~$56 million. Granted that's simplistic and doesn't count various trade-offs, business spending on food, secondary effects, etc., but neither does the former.

A meals tax subsidizes businesses and large property owners at the expense of residents.

Throughout history one of the most effective tactics to get support for tax increases is to tell the voters "Don't worry. The tax will actually be paid by someone else." We are seeing that tactic played to the hilt on this Meals Tax vote. Residents are being told that much of the tax is going to be paid by nonresidents. Poorer taxpayers are being told the meals tax is a luxury tax that will hit the wealthy hard, and wealthier landowners are being told that a meals tax will result in them paying much less than a real estate tax increase. Sounds like there are no losers, at least among residents. That alone should tell you that the "tax will be paid by someone else" argument is bullshit.

When you look beyond the rhetoric put out by meals tax supporters and examine the actual details, it is clear that instead of us all being winners, we are all losers. If the meals tax passes, more money is coming out of your pocket. It is just a question of by how much.
