How is this place an outpost for Bills fans? Why not the home team, although they were not much better last year than bills. Ravens?

This is a very transient area, hence many local bars cater to fans of specific teams from other geographical regions. I suspect there are plenty of bars that cater to Skins/Ravens fans as well.

- I'm pretty sure Skins fans haven't been saying "wait'll next year" as long as Bills fans since the Bills have never won a Super Bowl.

Jimmy is from Arcadia, NY. That's Bills country. You will never find more loyal fans in all of American sport than Bills fans...except Packers fans.
Buffalo is not a great place to live. It's an industrial town and industry has left. Jobs are scarce and the weather is harsh. There are more people born in Buffalo living away from Buffalo across the United States then are currently living in Buffalo.
Jimmy's is full of Bills fans for every game and has been for many years. Clearly, he has tapped a market. It's a fun place to watch a game. Total strangers will high five you and chat with you about the finer points of the game. I've lived in DC for 40 years now and I have yet to go to a DC bar like that for my Redskins.
The only thing I don't like about watching games at Jimmy's is that Jimmy insists on carrying around a wireless microphone and making such epic color analysis of the game like, "Oh baby! What a play that was!" He is like John Madden's skinny brother...

Practically all the bars play the Skins.
The diehard fans are at the games or watching at home.

I never saw that happening but I was in their last year watching a game and some dude came running out of the kitchen, jumped up onto the bar, pulled out a lighter and blew a huge ball of fire out of his mouth. like huge, flames almost 4 or 5 feet long. it was nuts. some people were cheering but it totally freaked other people out, the fire was literally 2-3 feet away from them. he's lucky it didn't catch the ceiling on fire. I'm guessing it was probably 150 proof liquor or something.
