GSA Chooses Springfield for New FBI Headquarters

Word out of the General Services Administration (GSA) is that an existing GSA site in Springfield has been selected for the new FBI Headquarters. Two communities in Prince George’s County had been the other other finalists for the headquarters, one in Greenbelt and the other in Landover.

Federal officials have begun the next phases in the relocation of the FBI’s headquarters to Virginia.

The Obama Administration approved a $1.4 billion budget request earlier this year as the next segment of funding for the new headquarters.

Contributing to the selection of the Springfield location was the variety of transportation options already available near the site, despite earlier announcements that Metro access was not being considered as a primary criteria.

President Barack Obama intends to propose a budget that supplements the $390 million, passed by Congress in December as part of a larger spending bill. The money ultimately will enable the FBI’s relocation from the J. Edgar Hoover Federal Building, the agency’s longtime home on Pennsylvania Avenue in Washington, for the new Springfield location.

The goal of the relocation is to provide the FBI with a consolidated facility, bringing its 25 satellite centers throughout the capital region together into a single space of more than 2.1 million square feet. The GSA found that the Springfield site can accommodate more than 11,000 FBI employees.

The park is a mix of older flex warehouse buildings developed in the late 1990s and is assessed at a combined $72 million, according to Fairfax County land records.

An asking price of $124 million seems to indicate that something nearby has caused its value to increase. That's a lot of money if the objective is to tear down and rebuild.

WASHINGTON — The final decision to locate the new FBI headquarters in Springfield, Virginia, is expected to be announced in December, and Virginia state and local officials are already planning for the move. The relocation is expected to provide an economic boon for the area, which includes the recently renovated Springfield Town Center and several nearby underdeveloped land parcels.

Two possible sites in Maryland, Greenbelt and Landover, were rejected primarily due to traffic and crime considerations.

The FBI headquarters, currently located in the hulking J. Edgar Hoover Building on Pennsylvania Avenue in Washington, houses about 5,000 employees. The Hoover Building was built in 1975, but after 40 years, the General Services Administration has determined the structure no longer meets the FBI’s needs.

The Hoover building houses only slightly more than half of the FBI headquarters’ employees, and there are multiple FBI divisions scattered throughout the Washington metropolitan area that will be consolidated in one location when a new headquarters is built.

GSA started to seek interest for a new site in 2009, but the deep recession at the time forced the agency to put the search on hold.

In December of 2012, the GSA issued a request for information seeking developers interested in housing a consolidated FBI headquarters. In July of 2014, the agency selected the Springfield site in Virginia and the two sites in Maryland as finalists.

The government envisions a building of 2.1 million square feet to accommodate 11,055 employees, at an estimated cost of $2.5 billion.

The Virginia site was selected because it best met the requirements of being served by mass transit, has adequate surrounding highway infrastructure, and is in substantial conformance with local land use plans.

The site for the new headquarters is currently occupied by a government-owned warehouse that is operated by the GSA, with an unnamed government tenant, according to Fred Selden, director of Fairfax County’s Department of Development and Planning. Springfield would prefer not to partner with a private developer, keeping the sensitive project under government control, he said.

“We knew that not only is the site convenient to Metro and other attributes, but it is also a redevelopment that will be accomplished using government land,” Selden said.

Fortunately, Maryland has a plan B for the Greenbelt site. With plans to build around the Greenbelt Metro before FBI headquarters relocation news was announced, a lot of the preparatory work already was done.

At each of the three sites, officials have said they had received largely positive feedback.

Still, there has been concern among some area residents about the impact such a large facility could have on local traffic. In order to address such worries, WMATA is already putting together a plan to improve traffic around the Franconia/Springfield Metro station.

The first part of the plan is to build a new garage between the two facilities, so that it does not interfere with the existing parking at all.

Springfield, where the median household income is 4 percent lower than region's median household income of $91,756, stands to gain financially from the project and the relocation of employees. Springfield is also racially diverse, with 43 percent of the current population being non-white. The Washington metro area is 56 percent white. Source: U.S. Census American Community Survey 2014.

The federal government has to give the FBI to Maryland because Virginia has gotten most of the recent agency moves. Maryland feels shortchanged and they would throw a huge tantrum and file numerous complaints and lawsuits if they don't get the FBI.

Let PG county have 'em- and we will see how long they tolerate it before they realize it was a huge mistake- between the really long metro commutes (can be an 90 minutes each way from vienna to the metro stations out there with all the track work) and the "fine citizens" of PG breaking into their cars and robbing them when they leave the secure premises for lunch- it won't take long for them to hightail it back to VA where it is SAFER and CLOSER to quantico and whatnot already here.

The agents already know it. I have a couple who live in my neighborhood here in FFX. If they move to PG, both said they will seek reassignment outside DC. One is a 14 and would probably have to take a downgrade to a 13, but he said he'd still rather do that than have to commute to PG every day. Both said they would NEVER move their families there.

If I were the FBI, the Springfield location would be a no-brainer. Direct route to the FBI Academy at Quantico, lots of transportation options, and square in the middle of the most education potential employees on the planet.

The Springfield site has room. Look at the map posted previously above and you can compare Metro parking lot to site. The 5,000 garage would easily fit on the site, they could also put 20% more under the building(s).

It think they're being too aggressive with parking. Technology and transportation business models are rapidly increasing. By the time it's built and occupied self-driving Uber could be 1 or 2 years away.

That helps the oil companies due to increased gas consumption from people driving around looking for a spot, and it adds to municipal revenues from parking tickets. Parking shortages also encourage employee turnover which stimulates the job market.

Springfield is the probably most militarized part of Northern Virginia. It is about a half-mile from the Fort Belvoir North area, and the NGA is right there. The DTRA is also on Ft. Belvoir and Intelligence agencies have facilities in the immediate area.

The Springfield location just pulled way out in front of the two Maryland sites.

GSA decided to defer to Congress for funding the project, which naturally gives the Republican Congress some additional say in the selection process.

Previously, "Congress was under the impression that GSA planned to use the proceeds from selling the current FBI building to fund the bulk of the consolidation project, and that it ultimately had little authority to get involved since it asked for a small amount in appropriated funding."

The solid Democrat Maryland contingent is "dismayed" by this recent event.

The only issue preventing a decision right now is that there are few national Republican leaders from Virginia who represent the Springfield location and can take credit for the move. Congresswoman Barbara Comstock is the senior Republican legislator from Northern Virginia, but does not represent Springfield. One possibility is to include Fairfax County Representative Pat Herrity, who is well respected by the Virginia delegation of both parties.

The professional FBI staff overwhelmingly favors Virginia over Maryland because of its proximity to the Quantico FBI training facilities, and their own homes.
