Is the Dulles Access Toad tolled???

I'm flying in from Topeka on Mobday and heard the access road from Dulles to DC was tolled.

If you're arriving at Dulles and picking up a rental car, you can travel in the access road lanes (which run down the middle of the east/west toll lanes). No charge on the Dulles access road lanes for those going to/from the airport.

How far do you plan on travelling on the toad? Toad-back riding can be rather jarring on your spine. Toads are not subject to tolls. Not sure about horses and other animals?

Don't let these assholes fool you...

The toll on the Dulles Access Road is $97.50 one way. Also, since it's an ultra-limited access highway (VA Commonwealth Code 74-Beta246-Sigma) there are no speed limits. The current best time for a car in stock configuration over the 13.65 miles of the Dulles Access Road is 4 minutes and 24 seconds for an average speed of 170.625mph.

I know this because I set that mark myself in my 1993 Chevrolet Corvette ZR1...

and you paid $97.50 to who for the privilege - the cop who caught you at Dulles or the Judge who fined you?
