The current Metro general manager seems like he's trying to fix the system. What I'd like to know is why his predecessors, and other current and former Metro officials responsible for this mess, aren't being prosecuted for malfeasance in office and stripped of their pensions.

For the same reason the managers of Detroit, Baltimore and dozens of other democrat run nigger laden institutions never prosecute anyone. Because after the liberals fuck something up for years on end and it finally crests the point of no return in the toilet bowl, they will say

Because accountability = blame to them, and blame is "hateful". The only thing they are hateful of - are the conservatives who must come along every few decades to bail these places out.
