The Board of Supervisors approved the new county budget for Fiscal Year 2017 on Tuesday. The budget goes into effect on July 1 and your tax dollar will be broken down this way:

Your Tax Dollar Breakdown
Fairfax County Public Schools: 53 cents
Public Safety and Courts: 17 cents
Health and Welfare: 13 cents
Debt Service, Capital and Transfers: 7 cents
General Government, which includes operations, elections and IT: 4 cents
Public Works: 2 cents
Community Development: 2 cents
Libraries, Parks and Recreation: 2 cents

1. Tax Rate Increase
The Board voted for a real estate tax rate increase based on community input for increased funding for schools, public safety and human services. The rate is increasing four cents from $1.09 to $1.13, per $100 of the assessed value of your home.

Homeowners on average will pay an additional $304 in their real estate taxes next year. To view your current real estate tax amount (for most of us it is paid for through our mortgage company), go to MyFairfax Web Portal.

The real estate tax increase will generate an additional $93 million for the county next year.






2. School Funding Increased by More Than 5 Percent
The Board of Supervisors voted to provide an additional $33.6 million in funding to our Fairfax County Public Schools (FCPS) above the amount in the county executive’s proposed budget.

Funding for FCPS will increase more than 5 percent increase over the FY 2016 budget.

FCPS will receive 52.7 percent of the county’s $4.01 billion General Fund budget, which equals $2.12 billion. The increase is possible due to a portion (one cent) of the real estate tax rate increase, as well as funds that were available through a reallocation from the third quarter review of the current FY 2016 budget.

Additional county support of FCPS such as school crossing guards, school resource officers and the school health program totals $85 million and when combined with the funding mentioned above brings FCPS support to 54.9 percent of the county’s General Fund Budget.

The Board of Supervisors also worked closely with the Virginia General Assembly during its 2016 session, which increased funding to FCPS by $16.8 million.

3. Funding to Support Public Safety Priorities
$7.5 million was approved to be used to fund recommendations by the Ad-Hoc Police Practices Review Commission. This includes:

$3.89 million and 19 positions for the Diversion First program, a collaborative effort to reduce the number of people with mental illness in the county jail.
$1.2 million to fund 15 percent salary supplements for eligible General District Court and Juvenile and Domestic Relations District Court staff, as well as increases for the Office of the Public Defender to raise their salaries to a level consistent with their counterparts in the Office of the Commonwealth’s Attorney.
The remaining $2.41 million will be held in reserve and is expected to be used as part of the estimated $35 million multi-year cost of the recommendations from the Ad-Hoc Police Practices Review Commission.



4. Budget Reductions Were Made
Reductions were made from the current FY 2016 budget totaling $13.63 million, as well as 17 fewer positions. Among the reductions:

$10 million due to the implementation of an Employer Group Waiver Plan for Medicare retiree prescription drug coverage.
$3 million based on ongoing analysis of current county fuel costs and usage.
$0.20 million based on efficiencies generated through the telecommunication billing process.
$.015 million savings generated from annual review of flexibility in General Fund agencies as a result of existing staffing and salary levels.

Teacher Morale has plummeted inside of Fairfax County Public Schools. Many teachers are leaving the district because of the school climates in certain regions in the county.

Recently it has been discovered that some of the school officials wasn’t being honest with the Board of Supervisors. I am sure we are now figuring out that there weren’t exactly 200 vacancies at the beginning of the school year.

The additional funding isn’t going to stop teachers from leaving the school district. I and others know that there are a lot of problems within the FCPS organization.

And now the County of Board of Supervisors wants a meals tax?

I think alcohol and cigarettes tax is a better option......

FCPS needs to stop with all of those traveling trips to Las Vegas, Disney and the Black Hat Summit.

Outside consultants doing middle management's work. IF FCPS could get their own employees to engage in assessing what the needs of the system are, determine necessary changes and manage them they could dump the costs back into the system.

Stop having events off site in rented and catered facilities.

Contract out all the maintenance work.

Get rid of the buses.

Clear out the 5th floor at Gatehouse. (Big savings there)

When you only use insiders to assess needs that tends to lead to bloat and over spending. You need outside consultants to fight that tendancy.

That is easier said than done, there are something things that require you to go off site, especially when specialized training is involved

Regardless how you feel about leadership and management, they are needed. Overall administrative costs is only about 5 percent of the total budget so you would not save too much.

You left out Flippenpalooza, Jensen by SouthWest, and the Mindfulness Marathon.

I guess Flip can buy another horse, Eric will be getting some more emotional keyboards and Dr. Tara can sell some more books and CDs.

The owners of Sea Pearl also breathed a sigh of relief, FCPS is probably a major chunk of their revenue.

This may be true, but hiring "Flip" Flippen with is $10,000/hour rate for commmenccement addresses and Eric "online doctorate" and his ridiculous musical theories is not the way to go either. Somewhere, there must be some educational consults capable of producing actual results. It would seem that FCPS is quite receptive when it comes to sales pitches, which would account for the vast amount of money spent on consultants and the subsequent lack of results for this money.

Part of the problem is they buy the cheapest buses, computers, and other supplies possible causing them to break faster so they just need more. They could also put soda machines back in schools. They got rid of a bunch at my high school and honestly everyone just walks to 7-11 before school if they want a soda or something so the school is loosing profit XD

Does anyone know how many millions of dollars Fairfax County is giving away to subsidize Section 8 housing?

i.e. using our tax dollars to redistrict without moving boundaries, just get voting illegals to move into certain areas of the county.

If it weren't for FCPS and INOVA, Sea Pearl would probably be out of business. (INOVA conducts quite a few continuing medical education classes during dinners at Sea Pearl.)
