Sadly, I believe this. Bureaucracy and logic aren't friends, or even acquaintances.
On year I mailed mine certified/return receipt. It came back to the house a few days later, marked "Insufficient postage", even though there clearly was. I took it back to the Post Office, where the local Postmaster looked at it, agreed, and then TOOK MONEY OUT OF HIS OWN POCKET and bought the new stamp. He sadly explained to me that there was NO procedure for him to report this error. I felt badly for him, as it sure wasn't HIS fault. I assume that if anyone found out about it, he'd've been fired for doing the right thing.
