I'm trying to figure out if I am reading this table correctly. Start with total crashes.. says 1989
17,051 - 11.9% .. that is saying there were 17,051 crashes in Virginia in 1989 and 11.9% of them involved alcohol?
Next column... 480 fatalities - 48.0% ... are they saying that 480 fatalities occurred involved alcohol and that's 48% of the total fatalities...or there were 480 fatalities total and 48% of those (~230) involved alcohol? This is a pretty inconsistent way to display data.

You wont find this chart in the state police yearly crime report, you need to dig threw the Motor Vehicles web site where they hide it.. Also take notice to the very bottom line that says. "Starting in 2014". Gun shops, gangs, and sex offenders are the least likely to harm you or your kids. No group murders more people than drunk Drivers, and no group repeats their crime more than they do.
We need to have whippings for drunk drivers that get convicted. They should be publicly whipped then taken to the hospital for treatment and put in a rape friendly prison for one full year. If they get a second dui they should get 2 years and another whipping after they have healed up from the first one.

Another effect of the Great Bush Recession. So many turning to alcohol after all those layoffs and job losses. People sometimes forget what a complete and colossal mess Bush actually made of things.
At a BAC of .08 though, we are putting a lot of people through the wringer who were no actual danger to anyone to begin with. But the system is now plugged into the jobs and the cash that come pouring out of the DUI industry, so getting things set right again is going to be very, very difficult.
And by the way, MADD was fine organizations at the start. They did a lot to bring attention to the problem and to get the notion of a designated-driver established in the culture. Driving drunk used to be widely seen as manly. Now it's widely seen as stupid. But MADD in the meantime has morphed into a latter-day version of the Women's Christian Temperance Union. They are now just Prohibitionists who want to ban all use of alcohol. Even their founder has repudiated what has become of her organization.
I miss the good old days. Drinking in bars at 18 and buying beer at 19. The only 2 times I've ever been pulled over and not given a ticket were when I had been drinking.
Once was Fairfax County police after a party. He said I was swerving a bit and asked if I had been drinking. I told him I had a couple of beers, but was distracted by my passenger for a second. He let me off with a warning.
The second time was by Arlington police on Rte. 66 coming home from a show at the old 9:30 Club. Not sure exactly why he even pulled me over, but he asked if I had been drinking, again I said "a couple" and again given a verbal warning.
Every single time I've been pulled over sober I have received a ticket. Go figure.
