Without a doubt Deval V. Bullock the trigger happy fool who shot and killed unarmed bookie Sal Culosi. It was termed an accidental shooting but as every Marine knows there is no such thing as an accidental shooting - shots are fired either deliberately or negligently .
As far as I know nothing happen to Bullock or the supervisor who sent a SWAT Team to the townhouse near Wegmans to arrest an unarmed bookie.

I nominate the entire force. Reason I moved to MD. Once a cop knows your name they think you've committed every crime, and continue to harass you. Even went as far as to try to press charges on me to get me to snitch on a friend. Offered a 45 year plea bargain if I told them what they wanted to know. Stood tall and lawyered up. Told the detective to go detect some shit. Went to prelim hearing, lawyer talked to the prosecution for a whole 2 minutes, came back to me "all charges dropped". Fuck Fairfax police and their scare tactics. Get a real fucking job you homos.
