Did FCPS get rid of a hearing officier?

According to the 09-10 new FCPS budget, which strted July 1st, they were eliminating a hearing officier position,anyone know who they got rid of?

This department is just a waste of money. One million plus bucks per year-not to mention all the work they create for the schools in documenting all these senseless offenses.

Of course they want you to believe how impostatnt they are-that is a joke!!


There are a handful of serious cases every year out of the 199 schools-the rest are BS. Do we really need to have a long drawn out hearing for a 17 year old girl who is taking her birth control pill? How about the expulsion hearing for the "dangerous" kid who brought the pink plastic boomerang to school?

If parents knew how stupid and petty most of these cases are they would be very angry that their tax money is being spent on this crap.

Actually the 2009 budget for the Hearings Office was $1.8 million. They had 16 positions-everybody works 9 months out of the year. Do the math.

Let's compare that with what they are spending on prevention programs and/or positive behavior support. The idea being you reach these kids so that they are not getting suspended in the first place.

Safe and Drug Free Youth program-

4.5 positions with salaries and benefits totaling $507,152-how much are these people making for handing out t-shirts and bumper stickers???

COMMUNITY SERVICE ANYONE????

They also spend $140,000 per year distributing the SR&R Booklet-which basically says kids have no rights and FCPS can throwyou out of school for any reason.


Positive Behavior Support Program

Folks, think about the importance of changing the oil in your car to prevent mechanical failures. You invest a little and it saves tons, right?

That is the theory behind PBS Programs. How much does FCPS invest in PBS programs for 2010 school year?

$123,000.

It serves 114,265 students and they spend $1.07 per kid. Now compare that with the $1.8 million dollar hearing office which hears 1000 discipline cases per year. On the punishment side we spend $1800 per kid.

How in God's name did these people come in power???? Why do we deserve this???

When you look at the serious offense catagories, you can then understand why they drag kids thru the process for the petty things-otherwise they wouldn't have anything to do all day.

16 positions in the Hearings Office-how do they spend a 9-5 day?

In the last 3 school years they have handled the following:

0 homicides
0 sexual asaults
2 aggravated sexual battery charges
1 malicious wounding
0 kidnappings
4 hazing episodes
2 extortions
3 inciting a riot (WTF!)
1 gambling (does not cover 50/50 raffles or football pools by adults)
7 stalking

Now, let's move on to the serious offenses:

1723 attendance violations (make them stay home as punishment!!)
47 violations of the internet policy (no MySPace access, kids!)
329 misrepresentations (got me???)
1262 obscene language/gestures
719 minor insobordination
2738 defiance violations

So you see, most of the offenses are BS-a waste of everyone's time and money. There were a total of 12,563 reported violations last school year.

This whole zero tolerance crap is for the birds. Fire them all!

I had Scanlon and Turk as my hearing officers for having an airsoft gun in my car. They were both complete bitches, but Scanlon was a complete bitch. I hope they both get fired. They sent me to another school for the second half of my senior year for nothing. I had no prior record before they decided to go zero tolerance on me. Fuck them.

Let's transfer Scanlon to the hearing committee for the employee who break the rules-let the union see what the kids and parents have to put up with.

Let's see if Scanlon plays hardball with the former principal at Kilmer MS-Deborah Hernandez-for hacking into fellow employees email accounts!!

There were a number of suspensions and expulsions of kids who violated the computer use policy. I guess the employees get a FREE PASS when it comes to breaking the rules.
