what are those cars with blue/red/white plates driving on the shoulder of I-66?

I'm new to the area. In the last few days, I've noticed a few cars with
a blue/red/white license plate driving on the shoulders on I-66 heading
towards DC. (while the rest of the cars were in stop and go traffic)
Who were those guy?

Sounds like diplomatic plates.

In theory they could drive on the shoulder and wouldn't have to pay any tickets they receive...we had a discussion about this a few months ago and I can't recall what the final verdict was, as to wther or not diplomats can get away with it....

Might they have been Federal cop cars with DC tags?

About diplomat tags, I was once told that if it starts with a "S" it's an embassy staffer....if it starts with a "D" it's the ambassador him/herself. The next two letters are code for the country they are from.

I think they all have "diplomatic immunity" though.

Police can't do dick about it. It's a shame, really. There's really only two reasons a police officer can pull over a diplomat:

1) The officer has good reason to suspect the driver is intoxicated

2) The diplomat's embassy has revoked their diplomatic immunity

It really is a bunch of bullshit. If a diplomat is driving down the sidewalk and running over all kinds of people, there's not a damn thing the police can do about it. I mean, they could call the embassy, but since the plates don't indicate what country they're diplomats of, how would they know which one to call?

There's actually a way to tell what country the plates are from based on the prefix. but I doubt any cops have the list.

It's on the net somewhere, though.

1. There's no such thing as diplomatic immunity from a police beating
2. Diplomats can be arrested and detain while "diplomatic status is checked". Once it has been confirmed, they are free to go repeat the crime if they wish.

I seem to recall that up to 10-15 years ago you could easily decipher the diplomat's country based on the 2-letter code, but the State Department changed this after vehicles from "less friendly" countries were being vandalized while parked. They may have been using the international FIPS code which I think is what is used in many Internet domain extensions, but now it is a more generic or random combination.

this happened to a friend of mine in high school, his car was keyed rather well, so he had his plates changed to normal looking plates while maintaining all the benefits. there are plates that actually say "Diplomat" on them which is how it was so clear.

Yeah, that happened near DuPont Circle about 10 years ago, I think he was from the Republic of Georgia. But you're wrong, his country did waive immunity and he got prosecuted here in the U.S. and served a jail sentence.

The home country may or may not waive immunity. It is a political decision on their part, usually related to foreign aid or correctness. The Georgia case was interesting because the TV news people kept bringing it up that he "could" walk, but Georgia immediately waived his immunity. Canada rarely would invoke immunity and leave their people to their own defenses.

Remember, in the 1970s Dip Imm got out of hand, and President Carter signed the Diplomatic Reciprocity Act or something like that. It basically says we treat your diplomats only as well as you treat ours. That act caused immediate changes worldwide including the parking on the sidewalk in front of their DC embassy by Soviet personnel.

As far as parking tickets go, Canada insists that their diplomatic personnel pay tickets immediately or go to court. Claiming immunity is not allowed. Other Embassy's have similar policies, but not so friendly nations may not.

Granted, I have not checked the status of which embassy's pay their parking tickets under our current administration, as I have heard that US might be disliked overseas these days.

I belive that's how all drivers park in Russia these days. No one needs parking garages or lots, just drive on to the sidewalk. That way, when a tank comes through it won't run over your car. They do that in Lithuania as well. No tanks though.

Yeah in Communist russia they supposedly had tanks patroling the streets, and if your car was in they way you came back and you had a small piece of scrap metal.

Actually, the US embassy in Moscow was being bullied by the then Soviets - remember the embassy bugging scandal? The US embassy complained for years there was little parking and they had the land to build a garage but the Soviets had better ideas.

All the while, the soviets were parking their cars on 16th Street and ignoring parking tickets. DC has or had rules then about towing vehicles with diplomatic plates.

Funny thing is, the Americans got their parking garage approved and the Soviets stopped parking on the sidewalk immediately after the Reciprocity executive order became effective.
