There are some auto repair service stations at an industrial park (14240 Sullyfield Circle, Chantilly).

Fairfax County Police was given permission by the landlord of the industrial park to come onto the private property to issue tickets in the parking area -- not wanting commuter cars in their lots. But the FCPD has discovered that there are lots of cars getting their inspection stickers there. And they are parked (legally). So FCPD goes there and tickets all the parked cars with expired inspection stickers, even ones that are in the fucking door to the god damned garage! The service station guys say it's tens of thousands of dollars of tickets issued each year to their customers.

FCPD goes out of their way with their public relations officers telling you at any opportunity that they don't have ticket quotas. But I think we all know that's total bullshit, and they operate contrary to that policy with secret quota systems. More corruption from useless FCPD fuckass lying pig fuckers.

What I want to know is: How are these tickets even legal?
Perhaps some lawyer can explain it to us.

The law is § 46.2-1157.
It says that you can only cite people who are "operating" on the public roads ("highway").
The police can't come up your driveway and ticket you for an expired inspection sticker.
I don't see how "operating on the highway" is the same as "allowed to come onto private property".
Can a private person authorize the police to enforce laws in places other than allowed by statute?

IN ANY CASE it is obviously horrible for the police to ticket people for expired inspection,
when they are sitting there lined up for an inspection sticker!

you are not supposed to allow your registration, insurance or inspections EXPIRE. IE it means that you have to take the god damn vehicle to the shop BEFORE it expires. If the decal on the window reads 10 15 that means before the end of the month you take the car to get a new sticker. If you are driving on November 1 and your stickers still read 10 15 then guess what you are breaking the law. And if you happen to be in the shop parking lot that allows police access to write tickets.... you are still breaking the law.

Does not display valid license plates; or
Does not display a valid inspection decal or one that has been expired for more than 60 days.

While I understand the OPs main point of his post, fucking meter maid, his arguments are fucking stupid.

Just one example..46.2-1157 is the state code section for operating a motor vehicle with expired or no state inspection sticker on a road. This was not the code section the tickets were written under. The meter maid would have written the tickets under the county parking code section for having no/invalid inspection sticker. Totally different code sections.

Another example of the OPs lack of intelligence. The article states the property owner provided authority to the police to come onto the property to enforce parking/traffic violations which means under Virginia law....yes the police can give you a ticket on private property.

Sullyfield Circle is a private road as well...not maintained by the state and owned by the collective in that business park. That is fucked up.

I agree if your sticker is expired it's no one's fault but your own.

However, I think it violates common decency to issue a ticket for an expired sticker when they are actually on the property of the garage doing the inspection. It's just wrong and I would expect more of our public servants.

The county government views citizens as sheep to be fleeced. There is no public safety interest in ticketing cars waiting to be inspected. The sad part is there are plenty of code and parking violations to be found out in the neighborhoods - those go unaddressed when the lazy enforcement officer just hangs around inspection stations to make her quota.

These people are trying to get away with the 13 month year where they wait until the first weekend of the month after their inspection expires to get a free month. On my Neighborhood Watch rounds I check for cars within a month of expiring and check them again during the first few days of the next month. I then report any violators I can spot, sometimes getting them two days in a row. Just follow the law and you won't have this problem.

Section 110-3-1 shall not preclude the placement or storage of any inoperative motor vehicle ...on any property containing a heavy equipment and SPECIALIZED VEHICLE sale, rental and SERVICE ESTABLISHMENT, a junkyard, a motor vehicle storage and impoundment yard, a SERVICE STATION, a vehicle light service establishment, a VEHICLE MAJOR SERVICE ESTABLISHMENT or a vehicle sale, ...

I think it's funny that you should use this incident as an example of "stupid liberals" when to me this smacks of authoritarian Republican tactics. This is exactly the kind of thing that the 1% use to keep the poor oppressed. Other examples include but are not limited to: bullshit fees, regressive taxes, excessively high fines for minor infractions, and extremely rigorous enforcement of relatively unimportant codes. I think it's pretty sad that this type of enforcement has been happening anywhere in Fairfax County.

I'm not sure why the owner of the industrial park would open up the property to this kind of police exploitation. For a moment I entertained the idea that perhaps they were getting a kickback, a portion of ticket revenues, for allowing this extra territory in which to write tickets. But I think it's most likely this is one wayward enforcer doing far too much and probably actually doing it out of laziness. The county itself may appear to be somewhat moneygrubbing at times but I still have some confidence in the professionalism of the Fairfax County police. I can think of a few much less pleasant jurisdictions to be arrested in.

Because I have gotten such tickets while parked in my apartment complex. And yes my complex has given the cops the OK to come on the property to write the tickets. 46.2-1157 is not listed on the county parking tickets and its not a county parking law. So the meter maid can not enforce 1157. Go google Fairfax county parking codes or such and read. Or go to the county web page and read. I researched all this when trying to fight the tickets I got.

Uh...huh...AND IF YOU READ THE ARTICLE it says that the owner of that business park has given the police authorization to patrol and enforce the laws of the Commonwealth.

Without that authorization? Then yes, the police would not be permitted to patrol and enforce the laws of the Commonwealth. I mean...outside of investigating a local contractor hiring illegals and then murdering them at the end of the job to avoid paying them and hiding the bodies on private property and junk...
