FCPS's days as an elite school system is in the past. We are now the home of dreamers, illegal aliens and transvestites.

Just look at the size of the Arlington School system and the dollar amount per student that is spent. Much easier to do a good job when you have a much higher dollar per child available.
Overall their facilities are outrageously over the top fancy.
I went to high school back in the day in Arlington and the facilities were OK, but no where as old and out of date as FCPS. Many of the FPCS facilities are over 50 years old and have only been partially updated, classrooms are too small, technology is out of date. FCPS is a generation behind where they should be and they clearly need to overhaul their administration.
Oh well.

student population grows every year and we cut the budget every year. We pay our teachers a lower salary than every district surrounding us. Its not rocket science...

Spending is part of the problem, but it does not tell the whole story. There are school systems that spend more per student than Fairfax, yet produce substantially lower results. Likewise Fairfax has increased its school spending over the past few years. The problem has been that the student population has grown faster than the spending increases.
If you want to understand why Fairfax schools have declined over the years, you need to look at a number of factors other than spending. These include:
1. Development policies in Fairfax County
2. Growing number of students entering the school system who are not adequately prepared
3. Declining willingness of parents to assist in the education and discipline of their children
4. Mistakes made by the school system in the past which are adversely affecting the school system today
5. Emphasizing programs for students at the top and the bottom at the expense of the bulk of the student body
