Landed at Manassas right next to the FBI building. They probably had were interrogating terrorist by dangling them from a rope as they circled Burke. It has been known to be worse than water-boarding.

A Washington Post article on May 5 stated that that the FBI had conducted secret surveillance flights over Baltimore during the recent protests against the police murder of Freddie Gray. Ars Technica also covered the story and covered aviation enthusiasts efforts to track the aircraft's flight patterns, registration and speculated some on their capabilities. The revealed result was the outer edge of a secret air force that rivals size of those belonging to small European nations.

This air force is shared with not only with other federal police agencies but apparently with the CIA. It's exact size is secret and it's aircraft and budget are off the books. It has existed in this secret form since at least 1969. It shares some of the same front companies that the CIA uses for it's extraordinary rendition flights, AKA the torture taxi. Secrecy and apparent tampering with public records hides the true dimensions of this secret air force.

Ars Technica's article identified a single engine, six seat Cessna 206H (tail number N728MP) ostensibly owned by the National Aircraft Leasing Corporation circling Baltimore on April 29. The article speculated that the aircraft might be equipped with advanced sensors supplied by a subsidiary of L-3 communications, which manufactures body cameras and was implicated in the Abu-Gharib torture scandal.

Federal Aviation Administration (FAA) records show 2 Cessna 206H's owned by National Aircraft Leasing Corporation (also listed in the database as National Aircraft Leasing Corp) along with 2 older Cessna 206Bs, 14 Cessna 182, 1 Cessna 208 and a twin engine Cessna Citation V, a model whose primary institutional purchasers are the US Army and Marine Corps.

The National Aircraft Leasing Corporation has been operating Cessna 206Bs for the FBI since at least 2006 when one collided with a ground vehicle at 5 mph while taxing toward a runway in Oregon. It's entire fleet of Cessna 206Bs was acquired between 2003 and 2005. Government Contract records show the FBI purchasing 15 Cessna 206H in April as part of an Indefinite Quantity Indefinite Delivery contract signed in 2014. Curiously the contract, government number DJF-14-1200, is for support of a Terrorist Screening Center with 16 full time employees from various agencies. There is no mention of aviation in the contract. The Cessna 206Hs are not listed in the FAA database as belonging to either the FBI or National Aviation Leasing.

As was the case Sunday eve, a second A/C N610AG joined the orbit around Burke at 2100 hrs. This aircraft just broke form the obit and landed at Mananas Regional. Two hours of collecting (?) w/ each A/C and I guess we'll see them out tomorrow...

There aren't too many nogs in Burke. What could they be tracking?

Strange they would fly over the same spots in Chantilly and Burke over and over again at about the same altitude. I would be curious if that thing is acting as a cell tower as it circles. Seems silly to waste hours of fuel circling for imagines with the advent of satelites and hidden camera.

An agency has to request use of a satellite, it may already be reserved for another government entity. Also, when the agency finally gets approval, it has to wait for the satellite to pass over the area it wants monitored.

That is why these aircraft are used in lieu of satellites.

Over Fairfax Blvd. near 123, about an hour ago, there was a low flying plane hovering like a helicopter, but you couldn’t hear. It had two bright lights and two lower beams. That would be right around Burke Nursery and Garden Center/Silas Burke Park. Maybe a little southeast of that. Not a lot there.

It also could be that the circle reflects the most efficient path to pass over some point on it or near it repeatedly. That also would let you better fix a specific location by measuring the signal strength and then comparing to your known distance away from the target as you move away/back toward it. If it were in the center, then you wouldn't have as much of a change to measure.

In either case, it must be some stationary target since the general track looks to always be the same. The size of the circle also matches some other plots so that probably shows the effective or typically used range.

I though that this was going to be just another helicopter thread but it's turned into an interesting one. But they're probably going to start monitoring all of us posting here now. lol

It appears the A/C needed to dial in the auto pilot as the initial orbits were more to the south. But yet again, it's up there....Now I can't fly my multi rotor..Or maybe I should - That would get the black suburban's to my neighborhood...

They have two up tonight flying the same circle. One at 7,000 feet and one at 9,000 feet.

Last night it was making 2 larger concentric circles around the normal circle.

Also noticed that most of the lines across the circle are created when they first start. They flay across in a criss-cross pattern to set the perimeter and then start circling. Once in a while they'll also fly across for no apparent reason after.

Wonder what the heck they're doing?

The second A/C (N728MP) circles first for some reason in the Hoadly area south of here. This A/C replaces the first A/C N859JA. The first A/C has been in orbit since 1900hrs. Tonight they both are doing two separate orbits if you look at Flight Tracker24 you can see the pattern.
It's interesting that both sortie's tonight find the start with a circle in the Hoadly area - maybe to calibrate ???

OK - the initial circling prior to the sorte appears to be in an MOA Restricted R 6608A according to my charts (yes I'm a pilot). Calibration of the A/C?

The FBI confirmed for the first time the wide-scale use of the aircraft, which the AP traced to at least 13 fake companies, such as FVX Research, KQM Aviation, NBR Aviation and PXW Services. Even basic aspects of the program are withheld from the public in censored versions of official reports from the Justice Department's inspector general.

"The FBI's aviation program is not secret," spokesman Christopher Allen said in a statement. "Specific aircraft and their capabilities are protected for operational security purposes." Allen added that the FBI's planes "are not equipped, designed or used for bulk collection activities or mass surveillance."

But the planes can capture video of unrelated criminal activity on the ground that could be handed over for prosecutions.

Some of the aircraft can also be equipped with technology that can identify thousands of people below through the cellphones they carry, even if they're not making a call or in public. Officials said that practice, which mimics cell towers into coughing up basic subscriber information, is rare.

Details confirmed by the FBI track closely with published reports since at least 2003 that a government surveillance program might be behind suspicious-looking planes slowly circling neighborhoods. The AP traced at least 50 aircraft back to the FBI, and identified more than 100 flights since late April orbiting both major cities and rural areas.

One of the planes, photographed in flight last week by the AP in northern Virginia, bristled with unusual antennas under its fuselage and a camera on its left side. A federal budget document from 2010 mentioned at least 115 planes, including 90 Cessna aircraft, in the FBI's surveillance fleet...

Looking at the radar it appears they did their IDENT (Squawk 4415) once they got into orbit so we could not see where they were calibrating or the like...Expect the next A/C to be on orbit with a IDENT of 4414 if they hold true with the week of watching....

Got some crazy loops going.

Kind of looks like they followed somebody from the regular spot in Burke up to 495. Then paused and circled around Gallows Road for a few minutes. Then off fast up 495 again and east on 66.

N859JA broke off from Burke and flew in about 20 little circles towards DC and is now circling National Airport in the same 4km diameter circles it was doing in Burke

Looks like they followed them to DCA.

That's my theory anyway.

They have to be communicating with ATC, especially now that they're in restricted airspace and circling a busy airport. But I don't know what frequency theyd be on.

Definitely real planes. I can see them overhead from the house during part of the usual circle and saw it peel off to the northeast tonight. Went out to look after seeing the first unusual loops. They fly fairly low and with the circling pattern it's pretty easy to pick up the lights.
