Where in Fairfax county can we legally have a confederate flag burning ceremony?

We were thinking about renting a picnic pavilion at Bull run park but the regional park service said we could only burn the flag in a cooking grill, we want to burn them high in the air.

Privately owned land

Must have 50 foot clear area free of structures, trees, power lines.

Must have burning permit from the county

Depending on the time of year the burning must be between 4pm and midnight.
