BRADDOCK DISTRICT: Congregate Living Facility. An application for a Special Exception has been filed by Suoliang “Leon” Xie for a congregate living facility at 4008 Taylor Drive, a one block street off Little River Turnpike, near Woodson HS, in a community zoned R-1.

The facility would serve as a residence for up to eight foreign exchange students who come to Fairfax County for an American education. They would be provided with housekeeping and cooking assistance by a full time, live-in support staff.

The students are in middle and high school and would be transported by van to their schools and to after school programs and tutoring. They would be placed in private schools in the area by HomeITech, Inc. which is a business owned by Mr. Xie.

No changes to the house are proposed. A public hearing before the Planning Commission is tentatively scheduled for October 17th. A community meeting will be scheduled on this application for early in the Fall.

I guess that's a way to make more money than the $20k each Chinese parents are paying immigrant Chinese Fairfax residents to house a kid while they attend FCPS.

Really? Is there no regulation on this? So I can open a for profit boarding home for kids from around the world and send them to county schools for free??
I'm such a sucker for going to work each day to pay county taxes.

Could be private schools, but my bet is that the end up in the Woodson pyramid with tons of tutoring focused on getting the younger ones into TJ. Not much that anyone can really do to stop this, but it certainly helps to reinforce TJ's demographic as increasingly Asian.

I am really struck that someone is finally going through the zoning process when these "group homes" for education have been in place for years.

There's an underground market where Chinese parents pay about $20k/yr for a local individual Chinese to be an "aunt" or "uncle" to their kid who will live with them and attend FCPS. My Chinese wife was given an offer but $1700/mo is not enough money for us (we're both employed and doing pretty well) to be worth the trouble and expense. This guy is trying to make more off that market on volume.

International adoption is complex, this is not real adoption.

With all of FFXCO's fussiness about codes and regulations, this can't be completely compliant.

This house was converted into a boarding house in 2011 and in 2015 he finally gets around to request a zoning change.

A presentation before the Braddock District Land Use and Environment Committee was held on September 14th and the committee raised several questions. A public hearing before the Planning Commission has now been deferred until November 19, 2015. An updated Statement of Justification was submitted by the applicant on September 10th and an electronic copy can be obtained from Supervisor Cook’s office.

This guy has resurfaced and has opened or owns an international school in a church directly across from his new house in Fairfax, VA. Google Veritas.

All of them are PRC agents. They send their people here to get educated, then take what they learn back to China to use it against us, or stay in the US to infiltrate our industry and steal our trade secrets (or worse).
