WASHINGTON — The Fairfax County Police Department has released new guidelines on how officers should handle barricade situations.
In 2013, county police officers shot and killed Springfield resident John Geer at his home. Geer’s family and Fairfax County reached a $2.95 million settlement in April.
The new guidelines follow panel recommendations on the use of force. On Tuesday, Fairfax County Police unveiled a general order directing officers not to approach people who are alone and barricaded in their homes or vehicles.
That isn’t much different than the department’s existing procedures. The new rules outline what supervisors should do in barricade incidents. Still, SWAT teams and negotiators will be called in regularly.
The Fairfax directive tells officers to prioritize the lives of hostages, innocent bystanders, first responding personnel and suspects, in that order.

WASHINGTON — The Fairfax County Police Department has released new guidelines on how officers should handle barricade situations.
In 2013, county police officers shot and killed Springfield resident John Geer at his home. Geer’s family and Fairfax County reached a $2.95 million settlement in April.
The new guidelines follow panel recommendations on the use of force. On Tuesday, Fairfax County Police unveiled a general order directing officers not to approach people who are alone and barricaded in their homes or vehicles.

99.9% nothing new here. All this did was take rules and policies already on paper in several different policies into one new policy.

Torres exercised poor judgement at best. At worst, he was just pissed at his wife (after their ultercation of the phone) was already angry and tired of holding his position for 40 minutes. He even joked and laughed in his internal investigations interview while being questioned.
Regardless, he had no business shooting Geer.

Why is it that Fairfax County lacks police oversight? It is probably for the same reason that the schools are allowed to spend as they like. Waste and incompetence.

Torres should be prosecuted, especially since his fellow officers at the scene, all were stunned at his judgement on pulling the trigger.
One of those officers was in closer proximity to Geer, but it was agreed that Torres, shouldn't have had any difficulty seeing that John was scratching his nose and asked permission to do so, after holding his hands in the air at his front door for 40 minutes.
A charge of Manslaughter -- is the least he deserves.

This is a sad case. And now the prosecutors want to bring in Geer's daughter to the Grand jury. The homicide detective questioned this minor and taped her testimony without the girl's knowledge. And after asking questions about her father and parents' relationship, he divulges to her that her father is dead. You can't make this stuff up.
I wonder if they will subpoena the shooter's gf/wife to determine his state of mind just before he arrived at the townhouse. Allegedly they were having a spat of some sort. Getting a pissed off cop to arrive at your t/house to deal with a domestic situation may not be the best of circumstances. I guess after 40 min the cop was getting tired of waiting outside the t/house and just wanted the situation to end.
