Shady white old pick-up van with two American flags on the back (burke)

The white pick-up with two American flags on the back was following me back from my walk in the Burke area near the (Walmart, cafe rio, giant) shopping center. Does anyone recognize this car or know anything about the driver.

He hangs out a lot in the the Safeway parking lot on Burke Centre Parkway.
