What's With All the Funny Paintball Buoys In the South Lakes?

So why are all these buoys in the lower South Lake in Reston. Been there for days? I thought maybe police games but I don't see a listing for it?

That's for the swim portion of the police games triathlon that is being held in Reston on Friday July 3.

The first swim wave starts at 7am and subsequent waves will start at 1-2 minute intervals. Currently, there are 7 waves total, all athletes should be in the water by 7:15am, as an approximation. Athletes line up in age-group waves at 6:45am. Not exactly sure on this, but I think waves go from youngest to oldest, with relay teams as the last wave.

I also found the course layout with the buoys.
