What is the difference between an HOA and a "covenant governed community"?

I ran into this phrase while looking at homes today and I've never heard it before...

It could mean a HOA in stupid language , Or it could be that the developer put covenants into the bills of sale of the properties, Height of fences, things allowed in yards All kinds of things you just have to check into it.
