Undercover Car With Personalized Plates?

Saw this one today near Route 28. Silver four door Dodge Charger with three small antenna: one black plastic cylindrical on trunk, one black plastic swoop on rear window, one black wire on rear window. Hanging from passenger's side door on window inside passenger compartment were what looked like emergency lights.
Plate read "T1DKID" with the Virginia Railway Heritage plate:

The more I think about it, possible railway official, though I originally thought unmarked PD? Not sure.

Saw an unmarked car, couldn't tell if state or county, on I66 with license plate - "RU DUI".

I think you're mixing up "undercover" and "stealth" cop cars.
Undercover cars probably don't have all the wires, lights, etc telltale signs and more than likely won't have county/commonwealth plates.
Stealth cop cars probably should have county/commonwealth plates and the wires/lights/etc are low-key.
So this mixup of non-county/commonwealth plates and the low key wires/antennae is probably just some jackass that wants to look like a cop.
It is the new version of that guy with a crown vic and a bunch of shit piled on his dashboard.
