Poor ES' don't require Homework

Poor ES' dont require HW

When I went to Sangster ES, We given HW each night and were graded on it. Now poorer schools that are primarily hispanic do not require and grade HW, so basically these kids have no way of learning at home. A Washington Post article indicates that the whole region is struggling with these hispanic children. Hybla Valley ES is the poorest school in the county. When will it stop? An incompetent school board and politicians are basically telling white children to leave. Asian birthrates in the county are stabilizing and White & Black birthrates are rapidly decreasing, Hispanic births are exploding. Only a few schools are spared from this mess.

Okay, kid born in Fairfax County hospitals shows up for the very first day of
school unable to speak a word of English. Should this kid do some homework
because obviously their parents aren't concerned or just let it slide and
let the teacher do all the work?

These children are not given homework in part because their parents can't help them complete it. It isn't that the parents aren't concerned, it's that formal education and literacy rates are low among the parents.
Also, having lived somewhat among this population for a while, the situation of children living in makeshift boarding houses doesn't lend itself to homework.
