How do I get in if my neighborhood doesn't exist in their system yet but it's not big enough for their purposes?
They want at least 50 houses included when I draw my boundaries but there aren't that many houses in my neighborhood and I'm bounded on all sides by existing "nextdoor neighborhoods" which I can't find a way to join.
Can I join one of those to see how this works?

I'm on nextdoor for my community. It's a total joke. You think you're joining something that's going to help you communicate with your neighbors and develop this kum-bai-yah sense from the 1970's of your fellow man...in reality, it's just a steaming, dumpster where the blue hairs all go to complain about the kids on their lawn, all the brown, savage, illegal mud-people paving over their front yards and parking 76 cars there and everything else that pisses them off about the neighborhood.

I think it depends on the neighborhood. I joined ours a while ago, and while it's not exciting, it's harmless--mostly folks saying "I put a bbq at the curb at , works but needs a new regulator" and stuff like that, or "Anyone got a recommendation for a ?"

Agree with Greybeard -- it is harmless and it is a good way to get free stuff, get recommendations for painters, carpenters, etc.
