it's illegal for a judge to seek cases to decide.
but creating a docket to attract cases! well that's illegal.
it's also bullshit. a docket is a folder, the papers, of a case that came forward. creating an empty docket has no meaning in law. and who would know that better than a judge?
there are many reasons why the chief of which is: to prevent political corruption.
