How is this garbage if the current admiration allows violations of county personnel rules? This is just one of many violations running wild in the Sheriff's Office.

How about the First Lt. that wrecked a county cruiser then tried to cover it up because she drank too much at a party? Demotion to Second Lt. was made but she should have been fired for lying and trying to cover it up.

Many more examples, the bad apples need to go so the rest of the deputies that do the right thing every day can have a positive work environment.

The people of Fairfax County deserve better....

Fairfax County Sheriff Stacey Kincaid declined to comment on the case but defended the use of a stun gun on a restrained prisoner, saying it was “a means that is often useful to ensure the safety of a person” rather than using physical force to gain compliance. She said stun guns were used “occasionally” on prisoners who are already restrained.

Word that the United States and Cuba will be easing a trade embargo that has existed between the countries for more than half a century lit up interest in one industry perhaps more than any other: premium cigars. But tobacco insiders said it's not likely that Americans will be firing up their "Cubans" right away.

"It will be fantastic, obviously," said Rob Norris, CEO of cigar retailer and direct marketer JR Cigar. "Who knows what the news will be or how long it will take to take place, but that would be very exciting."

The United States imposed an embargo on Cuba in the early 1960s, following a communist revolution led by rebels under Fidel Castro who overthrew the U.S.-friendly regime there. The event ended what had been a brisk trade in cigars from Cuba to the United States—tobacco from the island nation is globally recognized as some of the world's best.

The new rules would allow U.S. travelers to bring up to $100 worth of Cuban tobacco back to the United States, though nominally it would be only for personal use.

"U.S. residents like Cuban cigars not only because of their quality, but also because they were prohibited," said Pedro Cabrera, co-owner of cigar retailer and manufacturer Cigarros Pedro Lopez, which is based in the Dominican Republic. Cabrera called Wednesday's developments "huge news."

In fact, that trade never really ceased. Despite the sale of Cuban cigars being illegal, the United States has remained the world's biggest consumer of Cuban cigars, said Greg Zimmerman, secretary of the International Premium Cigar & Pipe Retail Association, and the proprietor of The Tobacco Company, a retailer in Pennsylvania.

But the consumers seeking Cuban tobacco from hundreds of other tobacco shops across the country may not get their fix immediately. Zimmerman pointed out that as growers were exiled by Castro in the late 1950s and early 1960s, those producers continued to use their trademarks on tobacco they started growing in the Dominican Republic and elsewhere.

Some of the old tobacco trademarks from Cuba are no longer exclusive to the island, creating a situation where cigars are produced both in Cuba and outside of Cuba under the same brand name.

"I'm sure there's going to be a lot of legal battles ahead," Zimmerman said.
"Clearly, that's something to get through," agreed JR Cigars' Norris. "That's something the manufacturers will have to work out."

Certainly, an easing of trade restrictions between the United States and Cuba could produce losers as well as winner in the cigar industry. Cabrera predicted a threat to cigar sales from the Dominican Republic into the United States, for example, though he said any downturn would be temporary. Aside from the Dominican Republic, major cigar-producing nations include Honduras, Mexico, Ecuador and others.

"A lot of people think they're smoking Cubans when they're actually smoking counterfeits."

Busciglio agreed with Cabrera on the effects a new flow of Cuban tobacco would have on cigars from other countries, saying the big Caribbean island produces tobacco with a "mystique" for Americans.

"I think the rush will last for about a year, maybe more. But it'll come down once people get sick of paying $30 for one stick," he said.

Busciglio has been working at Edward's for more than 14 years and said he expected this would happen sooner. "I thought this was coming about 10 years ago."

NATASHA McKENNA, a 37-year-old woman who had been diagnosed as a child with schizophrenia, died Sunday, five days after she struggled with guards at the Fairfax County Adult Detention Center. The struggle ended when they shot her with a stun gun, apparently multiple times. As Ms. McKenna lay on life support in a hospital before dying, her mother took photos of her battered body — two black eyes, a missing or amputated finger, severe bruises running the length of her left arm.

Fairfax County authorities — the sheriff’s department, which runs the jail, and the police department are investigating — now face a choice: They can promptly release full details of the circumstances that led to her death, including video of the incident at the jail. Or they can delay, stonewall and attempt to evade accountability — a pattern of conduct in another recent case that has tainted the county’s reputation.

Ms. McKenna, an African American woman with a 7-year-old daughter, had a history of erratic behavior but no serious criminal convictions. She was detained Jan. 15 after making a commotion in public, then struggling with Alexandria police officers who tried to restrain her. She punched one officer in the face and tried to bite others.

Rather than jail her, Alexandria police did the sensible thing: They brought her to a local hospital for psychiatric evaluation, then moved her two days later to Inova Mount Vernon Hospital in Fairfax, where she received psychiatric care for several more days.

Then the system broke down. Rather than being transferred to a state psychiatric facility, Ms. McKenna was picked up on Jan. 26 by Fairfax County police. Acting on a felony-assault warrant from Alexandria for punching the cop, they delivered her to the detention center, the main jail in Fairfax. There she sat for eight days. Why?

The violent encounter took place Feb. 3, when the Sheriff’s Emergency Response Team — at least five officers in black helmets, visors and heavy padding — tried to transfer her to Alexandria.


According to Pete Earley, a writer in Fairfax who covers mental health issues, the officers entered her isolation cell, struggled with Ms. McKenna, who stood about 5 feet 3 inches tall and weighed 130 pounds, and shot her with the stun gun. Transported to a local hospital, she never regained consciousness.

Fairfax Sheriff Stacey Kincaid, who oversees the jail, Police Chief Edwin C. Roessler Jr. and Sharon Bulova (D), chairman of the county Board of Supervisors, are all promising a prompt and transparent investigation.

That must include releasing the video of the violent encounter (whose existence county officials confirm), the medical examiner’s report and relevant documents from both the sheriff’s and police department’s investigations. The public also deserves to know whether guards at the jail, including the emergency response team, have received training in crisis intervention — training that Ms. Kincaid, in­cred­ibly, has suggested is not important for officers who deal with inmates.

NEARLY THREE months after a mentally ill inmate at the Fairfax County jail fell into a coma and died after she was shot repeatedly with a stun gun, the county’s jailers have suspended use of the weapon at the facility.

That’s a positive step, but it’s anyone’s guess why it took so long to arrive at a decision that should have been made immediately after the death of the inmate, Natasha McKenna, in early February. Sheriff Stacey A. Kincaid, an elected official who oversees the jail, initially promised transparency and accountability in the McKenna case; in fact, she has delivered something quite different.

Rather than providing timely information to the public, the sheriff has assumed a defensive crouch, contending that openness would somehow “prejudice” the investigation. Virtually all relevant information known to date about Ms. McKenna’s death, including that she was shot repeatedly with the Taser after she had already been shackled, was leaked to The Post, much to the sheriff’s annoyance.

Sheriff Kincaid insists, vaguely, that the jail is reviewing its policies. But as best as we can determine, she has neither demanded nor devised a process, a timetable or a mechanism (such as a review panel including outside experts) that would assist in formulating procedures to minimize the risks of further injury or death at the jail.

There is also no indication that the sheriff has initiated a serious review regarding training for jail guards, even for the special “emergency response team” used to extract potentially difficult prisoners (such as Ms. McKenna) from their cells.

As a candidate for the office she holds, Sheriff McKenna suggested that crisis intervention training, while appropriate for police officers, is unnecessary for guards in what she called the jail’s “controlled environment.” She has acknowledged the difficulty in dealing with the large population of mentally ill inmates housed at the jail, but there is no sign that she has revised her view that such training, which can improve the techniques that law enforcement officers use to deal with the mentally ill, is unnecessary.

In other law enforcement agencies, including the Fairfax police department, it is standard procedure to place officers involved in civilian deaths on administrative duties or on leave until an investigation has determined whether they erred or committed a crime. Sheriff Kincaid has refused such a move with regard to the six deputies who attempted to move and restrain Ms. McKenna.

A video of the incident that led to Ms. McKenna’s death exists, but neither the sheriff’s office nor the police department, which is investigating the case, has released it. Eventually, it is likely to come out, and it could have a powerful effect on public opinion, according to those who have seen it. Rather than delay that day of reckoning, the authorities in Fairfax would be wise to be proactive, transparent and accountable. So far those qualities are lacking.

The Fairfax County Medical Examiner has ruled Natasha McKenna's official cause of death: "excited delirium associated with physical restraint including the use of conducted energy device" (Taser.)

From the FBI website:

"Excited delirium syndrome (ExDS) is a serious and potentially deadly medical condition involving psychotic behavior, elevated temperature, and an extreme fight-or-flight response by the nervous system. Failure to recognize the symptoms and involve emergency medical services (EMS) to provide appropriate medical treatment may lead to death. These patients often die within 1 hour of police involvement. One study showed 75 percent of deaths from ExDS occurred at the scene or during transport. Law enforcement organizations should take steps to increase officer awareness of ExDS and its symptoms and develop procedures to engage the medical community when identified. Without placing themselves or others at a greater risk for physical harm, officers must be able to rapidly detect symptoms of ExDS and immediately engage EMS for proper diagnosis and medical treatment. Failure to do so may prove fatal.

When subjects are identified as potentially exhibiting excited delirium, rapid control of the situation and timely execution of medical evaluation are important. Subjects with excited delirium often do not respond to verbal redirection. Additionally, attempts at physical control may not be as effective given extreme levels of strength and resistance to painful stimuli. Ongoing physical struggle can worsen a subject’s innate fight-or-flight system, which can raise a patient’s temperature, cause changes in the body’s acid-base balance, and increase the risk of sudden death."

Further proof that if the deputies in the Fairfax County Adult Detention Center had been trained in and had utilized Crisis Intervention Team techniques (which Sheriff Stacey Kincaid has repeatedly said are unwarranted in the Fairfax County ADC) and had de-escalated the situation with Natasha McKenna instead of exacerbating it--and had heeded Taser International's warning regarding not using a Taser on a person in a state of excited delirium--she would likely still be alive today.

She herself is an example since she had an affair with one of her Lt Col's (she is probably still having one with him actually). Lesson of the day is that as long as you are in the cool crew you'll be good to go. No problem. Someone please get on the ballot and expose her nonsense!
