NATASHA McKENNA, a 37-year-old woman who had been diagnosed as a child with schizophrenia, died Sunday, five days after she struggled with guards at the Fairfax County Adult Detention Center. The struggle ended when they shot her with a stun gun, apparently multiple times. As Ms. McKenna lay on life support in a hospital before dying, her mother took photos of her battered body — two black eyes, a missing or amputated finger, severe bruises running the length of her left arm.

Fairfax County authorities — the sheriff’s department, which runs the jail, and the police department are investigating — now face a choice: They can promptly release full details of the circumstances that led to her death, including video of the incident at the jail. Or they can delay, stonewall and attempt to evade accountability — a pattern of conduct in another recent case that has tainted the county’s reputation.

Ms. McKenna, an African American woman with a 7-year-old daughter, had a history of erratic behavior but no serious criminal convictions. She was detained Jan. 15 after making a commotion in public, then struggling with Alexandria police officers who tried to restrain her. She punched one officer in the face and tried to bite others.

Rather than jail her, Alexandria police did the sensible thing: They brought her to a local hospital for psychiatric evaluation, then moved her two days later to Inova Mount Vernon Hospital in Fairfax, where she received psychiatric care for several more days.

Then the system broke down. Rather than being transferred to a state psychiatric facility, Ms. McKenna was picked up on Jan. 26 by Fairfax County police. Acting on a felony-assault warrant from Alexandria for punching the cop, they delivered her to the detention center, the main jail in Fairfax. There she sat for eight days. Why?

The violent encounter took place Feb. 3, when the Sheriff’s Emergency Response Team — at least five officers in black helmets, visors and heavy padding — tried to transfer her to Alexandria.


According to Pete Earley, a writer in Fairfax who covers mental health issues, the officers entered her isolation cell, struggled with Ms. McKenna, who stood about 5 feet 3 inches tall and weighed 130 pounds, and shot her with the stun gun. Transported to a local hospital, she never regained consciousness.

Fairfax Sheriff Stacey Kincaid, who oversees the jail, Police Chief Edwin C. Roessler Jr. and Sharon Bulova (D), chairman of the county Board of Supervisors, are all promising a prompt and transparent investigation.

That must include releasing the video of the violent encounter (whose existence county officials confirm), the medical examiner’s report and relevant documents from both the sheriff’s and police department’s investigations. The public also deserves to know whether guards at the jail, including the emergency response team, have received training in crisis intervention — training that Ms. Kincaid, in­cred­ibly, has suggested is not important for officers who deal with inmates.

Full disclosure would be a departure from the county’s 18-month exercise in foot-dragging and obfuscation in the death of John Geer, the unarmed man shot by a Fairfax police officer in 2013 as he stood in the doorway of his home. The handling of Ms. McKenna’s death will determine whether the county has learned any lessons.

The editorial is not about the deceased, it is about how the authorities respond to questions regarding the death of the inmate. Fairfax County has been consistently slow to respond to incidents such as this with even basic information surrounding the death. The editorial calls for the police chief and the board of supervisors to be forthcoming but that does not apply in this case. The sheriff does not fall under the authority of the board of supervisors or the police chief. The sheriff is elected and is answerable to the citizens of the county. Sheriff Kincaid should be as forthcoming as is legally possible and do so quickly before this incident gains unneeded traction with the media.

Many on this board who have been here a while will recall this was just the sort of shenanigans with the Sheriff's department that her opponent, Wolf, was threatening to clean up if elected. The first thing he wanted to do was install cameras in the areas where this bullshit was happening. Instead the so-call progressive voters elected a woman (?) more interested in how law enforcement interacts with the three transgenders in the county than ensuring the safety of prisoners under its responsibility.

The evaluating doctors at the Alexandria Psych Ward are psychopaths who tell vicious lies made up completely of their own imaginations.

They engage in hideous forms of torture for their sadistic pleasure. I know, I'm a first hand witness and victim.

Jail is far more humane than Mt. Vernon whose coroner has helped covered up blatant homicides including that of one of Bill Clinton's 50+ victims- The Late VINCE FOSTER!

My comments are in response to the OP who is naïve to the truth of the sinister ongoings between Fairfax County LEO's and Mt. Vernon Psych Ward.
"Rather Than jail her Alexandria Police did the right thing". In all fairness though, Alex. Police might be some of the good guys we need- but once FFCOPD gets involved there is little hope of a fair outcome.

As far as Sheriff Kinkaid is concerned, she's the daughter whose childhood was miserable traumatic and loveless. She has no idea what normal is and has severe chronic anger issues. As a deputy she was totally two faced and always in some kind of backstabbing gossip controversy. I ended up mentally ill working in the sheriff's department and mistakenly sought help at Mt. Vernon, and from there got private help which amounted to completely debriefing me and freeing of the demented reality created by the Fairfax County government as a whole.

Don't hold your breath. This is the same county that held the Geer incident release for years. And same with David Masters back in 2009. Both unarmed white men, but no campus hashtag for them I guess.

Oh, I forgot you didn't feel you needed cameras in the jail during the past election. Sure would be nice to see what really happened. I guess you are going to get the advice form the police chief on how not to hand reports over when the Commonwealth Attorney requests them. Good luck with that one, the Feds are involved in that one now and soon to be in this one. Law enforcement in Fairfax County is killing too many innocent people . IT’S BEEN a month since an elite, specially trained team of sheriff’s deputies went to extract Natasha McKenna from her cell at the Fairfax County jail and, when she resisted, shot her repeatedly with a stun gun. Taken to the hospital, Ms. McKenna, 37, who was mentally ill, died a few days later without regaining consciousness.

There are a number of extraordinary aspects to Ms. McKenna’s death, not least that the incident at the jail was recorded. The 45-minute video spans the attempt to remove her from her cell to her departure from the jail in an ambulance.

Two weeks after Ms. McKenna’s death, Sharon Bulova (D), who chairs Fairfax County’s Board of Supervisors, asked to see the video. She directed her request to Sheriff Stacey A. Kincaid, whose department runs the jail, and Police Chief Edwin C. Roessler Jr., whose department is investigating Ms. McKenna’s death. So far the request by the county’s top elected official has not been honored, nor has it been denied.

At the same time, neither the sheriff’s office nor the police have released relevant information to the public about Ms. McKenna’s death. For example, a spokesperson for the police department told us in an e-mail that the department cannot say when or if the six deputies involved in the incident at the jail will be identified.

Many law enforcement agencies resort reflexively to stonewalling. The Fairfax police have become notorious for it, having spent 18 months refusing to release information on the 2013 death of John Geer, an unarmed man shot to death by a county police officer in front of fellow officers who saw no reason to pull the trigger. Now it appears the police are at it again.

It may be many weeks before the medical examiner’s office makes public the official cause of Ms. McKenna’s death. In the meantime, it seems highly probable that the incident at the jail, specifically the repeated use of the stun gun to subdue her, played a major part.

Yet there is no sign so far that the sheriff’s office is reexamining its policies or procedures for removing inmates from their cells or even for the use of stun guns. Nor have the deputies involved been put on probation while Ms. McKenna’s death is investigated. If this is the result of an interaction with a female prisoner who was, by her lawyer’s account, just 5 feet 3 inches tall, why should anyone be confident that sheriff’s deputies are competent to extract a bigger and more physically powerful inmate from a cell?


When unarmed people die at the hands of uniformed officers, the public deserves an accounting. That accounting is still lacking in the death of Mr. Geer, and it is now lacking in the case of Ms. McKenna. In both cases, top officials of the relevant law enforcement agencies have promised openness and transparency. In both cases their deeds have contradicted their words.

I really don't get the deference that the board of supervisors is showing to the Chief of Police and the Sheriff. They are acting as if they have no more power than the average citizen. In the case of the police chief, they have the power to hire and fire him. If he is not releasing information as they feel is appropriate, he gets fired and they hire a new chief that will act according to their wishes. I realize that the Sheriff is elected but Chairman Bulova and the other democrat Board members carry a lot of weight with the democratic party. If they wanted the Sheriff replaced in a primary, it would happen. Why is the Board letting these officials act in a way that the Board thinks is not appropriate?

Fairfax may be "blue" but it is also full of smart folks who know when BS is being thrown their way. The current administration in the Office of Sheriff is doing just that. Those editorials from the Washington Post, the articles from WAMU radio-and editorials, those are Democratic friendly outlets. See most law enforcement will see the video and say "Oh!" The public will see it and say "Oh my God!!" Tonight the county BOS is creating a panel to oversee police incidents of this nature. They may also ask for two county attorneys to resign over the handling of the Geer case with the PD. February 20, 2015 – Chairman Sharon Bulova announced today the creation of an ad hoc commission to review Fairfax County Police Department policies and practices. Chairman Bulova will seek the Board's endorsement at their March 3 meeting.

“Fairfax County is the safest jurisdiction of its size in the nation, due in no small part to the hard work and dedication of our public safety personnel.” Chairman Bulova stated. The Fairfax County Police Department, celebrating its 75th anniversary this year, has long served and protected our community, and through a model of community policing has built and maintained the public trust and confidence. The Board of Supervisors and the Police Department recognize the importance of maintaining that public trust and the importance of always reviewing policies and practices and seeking to improve.

“Our Board has been taking a hard look at our policies involving the timing and manner of releasing information in the case of critical police-involved incidents. This effort can be greatly enhanced by engaging with the community in an open, transparent way,” Chairman Bulova said. “This Commission will be charged with recommending changes to Fairfax County policies that would help us achieve our goal of maintaining a safe community, ensuring a culture of public trust and making sure our policies provide for the fair and timely resolution of police-involved incidents.”

The Ad Hoc Commission will review all Police Department policies related to critical incidents including how and when information is released to the public. Policies to be reviewed include FCPD policies related to use-of-force training policies, threat assessments, and the Internal Affairs Division. The Commission will also review practices related to the release of information, and will consider the roles of Police Public Information Officers and the Office of Public Affairs, along with the relationship between the FCPD and the Office of the Commonwealth’s Attorney, and the provisions of the Virginia Freedom of Information Act.

The Commission will have the opportunity to review two ongoing efforts at the County – a Board-directed search for independent expertise on the public release of information related to critical officer-involved incidents, and an ongoing review of the Police Department's use-of-force and critical incident response policies, training, and practices.

Outside organizations, many of which will be invited to participate as Commission members, will be asked to explore models for investigation of serious police-involved incidents that are different from what is currently the practice in Fairfax County, as well as best practices used by law enforcement to keep the public informed about critical incidents.

Chairman Bulova appointed Michael Hershman to chair the Ad Hoc Commission. Hershman is the founder of the Fairfax Group and an expert in government and corporate accountability and transparency. He currently serves as one of two citizen appointees to the Board of Supervisors Audit Committee.

“Fairfax County has a long history of public engagement and we've been well served by having the community at the table when making important policy decisions. I look forward to working with the Commission to ensure that our community continues to be the safest of its size in the country,” Chairman Bulova said.

Chairman Bulova will announce the membership of the Commission at the March 3 Board of Supervisors meeting.

Word on the street is that Bryan Wolfe will definitely run again for Sheriff. The fact that there is a video record of what the current Sheriff said in the last election and what Bryan said is going to be gold. She of course said there was no problems in the Sheriff's Office with CIT training and the fact that nothing was video recorded inside of a jail in one of the wealthiest counties in the nation. Plus, he warned about the way the SERT team was used-Sheriffs Emergency Response Team. They of course botched the move of a poor black female inmate with mental issues, resulting in her death. When the tape of that incident comes out, it will be earth shattering to the citizens of Fairfax County as to how brutal she was treated. All things Bryan warned about in 2013.

We had heard that Bill Cooper was not going to run due to his pending divorce but he recently changed his Facebook status on Cooper for Sheriff so he may be in as well. It may be a crowded field in the primary! I think everyone smells blood in the water with Kincaid. There are an incredible number of problems in the sheriffs office even though she has only been sheriff for a year.
