Congressman Gerry Connolly (D-VA) will not attend when Benjamin Netanyahu, the Israeli premier, speaks to a joint meeting of Congress next month. The scheduling of the speech angered the White House and some Democrats, who complain that they were not consulted in advance.

Connolly is expected to be traveling or otherwise engaged when Mr. Netanyahu visits, his office announced.

It was another sign of strain between Israel and Democrats since Mr. Netanyahu quietly accepted an invitation from Speaker John A. Boehner, Republican of Ohio, to address Congress about Iran.

The White House called the speech a breach of protocol and announced that the president would not meet with Mr. Netanyahu during the visit, to avoid hearing Israel's plea for the US to be strong against Iran's nuclear bomb development.

But beyond protocol and appearance, the visit is intensifying a rift between Israeli supporters and some Democrats, who have been pressing for a diplomatic agreement to slow Iran from acquiring a nuclear weapon. Mr. Netanyahu, backed by many congressional Republicans, believes Tehran can never be trusted to strike or abide by such a deal.

When congressional Democrats began discussing a boycott of the speech this week, questions arose about who would attend. Connolly's office put those questions to rest even as officials declined to say what specifically would keep him away.

“We are not ready to announce details of his activities yet, and normally our office wouldn’t announce weeks in advance,” one official said, “but the planning process has been underway for a while.”
