The inmate put somethin over the window of her cell so deputies could not see her so the deputies were gonna move her to another part of the jail. They went to move her n she fought them n clawed one of them. When she scratched one of them they got the swat team. The swat team tased her over and over and over again until someone realized she did not have pulse. Then the jail nurse started doing cpr on her belly instead of on her chest. Then one of the deputies stepped in n did real cpr but it was too late n she was brain dead. Next thing you know she is on life support.

If you are going to contest the arrest, do it in court not on the side of the road. Look up "law enforcement force matrix." Doesn't mean you have to be a badge sucker. An open Letter the Fairfax County Sheriff's Office Command Group:


I highly recommend that you call in the FBI to conduct a parallel investigation for many reasons. All reports, Video, radio traffic recordings and still photography should be handed over immediately to the FBI Investigators.

The vicarious liability is too great for the many to fall for the actions of the few that have caused this shit storm. Do not be in denial, if this woman is black, the race baiters will be arriving and setting up shop.

There is too much to lose and too many to be harmed. The agency as a whole is a great place and has many fine outstanding workers that are dedicated to the core values and citizens of Fairfax County.

If the actions of a few were out of line and if what I am hearing is correct, then let the indictments roll. If the actions are cleared by the FCPD, Commonwealths Attorney and the FBI, there is nowhere for the accusations to go.

I saw in the news this morning that the sheriff has turned the investigation over to fairfax police internal affairs. Have they been paying attention to the Geer case and how police internal affairs has appeared to do everything possible to keep the public in the dark about the facts of that case. The only way we know anything almost two years later is that a judge ordered them to release the information. The sheriff says she wants to be transparent about how this death occurred and she kicks the case to these people? In addition, what is the sheriff saying here? Does she not have anyone in the department that she would trust to be fair in an investigation and to uncover the facts so that she can release them as warranted? Do they normally have the police internal affairs investigate wrongdoing of their deputies?

This lady had a lot of issues, including mental illness. I don't know her on a personal level but did know her in some regard. May she rest in peace but she had A LOT of issues. I don't agree with the course of action that the police took, but if she WAS attacking the police (which I could see her doing) then they are trained to protect themselves. So they did. Sometimes you're just better off listening then being stupid as it gets you no where but more trouble.

I can see having to use tasers on the street. You don't know if the person is armed and you usually only have a backup officer with you. Its hard to understand. The inmate is first a female. Totally unarmed and she can't get away. Then you have this SERT team dressed in armor and they can't put handcuffs on her? Just looks like they were itching to use their toys. Don't get me wrong I know a woman can be violent. I just think all of those inmates were brought in by usually one officer. They made the arrest, handcuffed and transported them to the jail. These guards can't control them. Seems like thugs to me.

We do not need video cameras in the jail. Sure would be nice to have a video of this incident. The question to the sheriff once again is "why don't you feel video cameras are needed in the jail?" How about a comment Sheriff ? At least saying no comment is better than not saying anything !

Troubled Woman Dies In Fairfax Jail: Shot 4 Times With Taser After A Week In Isolation Cell

Can you imagine being arrested on a minor charge, stripped naked and put into a solitary jail cell for a week with nothing in it?

Can you imagine being slapped in the head by a corrections officer because you didn’t comply with an order that you didn’t understand?

Can you image having five men dressed like Ninja warriors wearing football-like helmets with visors attempting to violently tie you to a chair?

Can you imagine voltage from a Taser being shot into your body not once, not twice, not three times, but four times until your body goes into cardiac arrest?

Can you imagine being rushed by EMTs to a hospital where your urine soaked body looks so horrific that the emergency room crew is sickened by what they witness?

This is not some tale of torture filtering from Abu Ghraib prison.

All of this happened last week here in Fairfax County, Virginia, a wealthy suburb of Washington D.C. where elected officials have stuck their heads in the sand when it comes to facing what now is being revealed as our grim reality.

The unnecessary death of Natasha McKenna, a 37-year-old African American woman being held at the Fairfax County Adult Detention Center is the newest example of why persons with obvious mental disorders should not be incarcerated when charged with minor crimes, but instead be diverted into treatment programs.

Here is what I have been able to learn about McKenna’s death.

She was charged in Alexandria in late January with simple assault, a minor violation similar to trespassing that often is used to justify arresting someone who is psychotic to get them off the street. In her case, the officer who filed a complaint did not arrest her on the spot. A warrant was issued for her arrest. That hints at how minor her infraction was.

Eleven days later, she was picked up by Fairfax police as a courtesy and taken to the Fairfax jail. It was clear from her arrival that she was clearly psychotic and a quick check of her history showed that she had been hospitalized previously for mental problems.

She was not some hardened criminal or gang member. She was sick.

Because she was psychotic, McKenna was put in an isolation cell away from other prisoners. She spent a week there waiting for Alexandria officials to come and get her. During this time, she turned violent, kicking, biting and spitting at officers. She was left alone inside four walls with nothing except an occasional check by jail officials. There was no outside recreation, not meals with others, only isolation.

At one point a deputy physically slapped McKenna in her head with his hand during a confrontation when she didn’t comply with an order.

McKenna became such a problem that officials at the jail decided last Tuesday, February 3rd, that they would stop waiting for Alexandria to come get her and take her there themselves. That morning, a veteran deputy informed McKenna that she was going to be transferred. McKenna asked if she was going to be hurt by the deputies, an apparent reference to being slapped in the head earlier. He assured her that if she cooperated she would not be hurt.

Remember this was a small woman being held on a minor charge.

When McKenna stepped handcuffed from her cell, the Sheriff’s Emergency Response Team (SERT) took charge.

The SERT team is meant to look and be intimidating. Its members are dressed in black, wear padded vests, football style helmets with visors and by training enter a cell in a straight line with the lead officer using a clear shield to protect him. His job is to use that shield as a battering ram to knock down a dangerous inmate while the four officers behind the leader each grab a specific arm or leg to immobilize a prisoner. SERT is used on the worse of the worse inmates.

As soon as SERT took charge, McKenna began to resist. All of this was being video-taped, which is standard procedure when a SERT Team is called because SERT extractions are generally violent and deputies want evidence to show that they acted professionally.

What that video tape shows is a SERT Team struggling to force a hostile McKenna into a metal restraint chair where her legs and arms could be tied down. This is where she was shot with a Taser, not once but at least four times. McKenna went into cardiac arrest.

When EMTs arrived, they found a heartbeat and resuscitated her while en route to Inova Fairfax Hospital. Nurses there cleaned her urine covered body while doctors put her on life support. Her life support system was removed Sunday and she was declared dead. McKenna’s death raises questions that need to be answered.
1.What prompted Alexandria officials to charge McKenna? (I’ve been told the charge against her was in the process of being dropped when Fairfax officials decided Tuesday to take her to Alexandra. In short, Alexandria didn’t want to be bothered with her.)
2.Why did she languish in jail for one week waiting for Alexandria to come get her?
3.What mental health services did she receive while in jail?
4.Why wasn’t she sent to Western or Central State Hospital when jail officials saw how sick she was?
5. Why was it necessary for a SERT team to be sent to transport her?
6.Why did a deputy strike her during an altercation before the Tuesday incident?
7.What specialized training do deputies working with the mentally ill in Fairfax have?
8.Should officers Taser someone repeatedly?

McKenna’s death should never have happened.

It is not illegal to become mentally ill and you shouldn’t die in the custody of law enforcement because you are mentally ill.

Alexandria and Fairfax County police departments both have implemented Crisis Intervention Team Training, although Fairfax has not made it a priority. CIT officers are trained to identify individuals who are experiencing psychiatric trauma and divert them to a community treatment center or emergency room, not the jail.

When Sheriff Stacey Kincaid was first elected, she was approached about having her deputies in the jail undergo CIT training. That has not been done.

Why?

On a recent day, the jail held an average of 300 inmates with severe mental illnesses out of a population of 1,248. Shouldn’t deputies be trained in how to deal with psychotic prisoners?

I spent ten months in the Miami Dade County jail for my book: CRAZY: A Father’s Journey Through America’s Mental Health Madness, chronicling how prisoners with mental illness were being abused there. They were kept naked in overcrowded cells. Some were physically beaten by correctional officers when they didn’t comply. The conditions reported in my book so outraged and disgusted Florida officials that they recently shut down the cellblocks in that old jail where psychotic prisoners were being abused and housed.

Sadly, I didn’t need to go to Florida to expose abuses. I could have stayed in Fairfax County where I live.

Based on the sanitized press release issued by the Sheriff’s Department and the foot-dragging by the Fairfax police in releasing information about the shooting death of John Geer, the Fairfax County Police should not be investigating Natasha McKenna’s death. Fairfax has a problem with how it deals with persons with mental illnesses. My own son was shot with a Taser by the police.

CIT training, jail diversion and mental health courts all can help prevent senseless deaths such as Natasha McKenna’s.

If our elected officials continue to refuse to deal with this issue, then it is time for the Justice Department to take a look at practices inside the Fairfax County Adult Correctional Facility.

Thank you for posting this. Mental illness does not necessarily equal "dangerous". From what you wrote, it looks like mental health professions should have been involved with her case. This is a an all to often situation; law enforcement not trained to recognize mental illness or to deal with a mentally ill person, in their custody.

The mental ill do not belong in the county jail. They belong in institutions with trained staff. A county jail is where you put animals that require beatings to keep in line.

OK..I agree with your response....but still that was no way to treat that woman. This gets real personal for me because I fully understand what a person goes through when they suffer from mental illness!! They belong in a place that will give them the help they need and deserve. They did not chose to be mentally ill! My son is in such a place now. All police need to be "CIT" trained!! I used to feel very antagonistic towards those who are mentally ill until my son was stricken!! Thank you Citizen 2015! it applies to everyone. Over 50% of those in prison and jail struggle with mental illness. Many of them are there as a direct result of their mental illness. In many cases they will not immediately respond to commands because they are seeing another reality! Many of them are veterans who have returned from the battlefield....and suffer from mental illness brought on by TBI, PTSD etc. People who make fun of those who are mentally ill are incredibly ignorant!

Yea, and we all know that everything that the news reports is true. Just ask NBC and Brian Williams.

Seriously people, the sheriff has the police department do the criminal investigation so that there can be no allegations of bias by having her own staff do the investigation. Why then would she bar them access? That just doesn't make sense. Sounds like the press making up a story.

At the same time, the Sheriff's Office Internal Affairs Section does a parallel administrative investigation. All of this is standard procedure for any in-custody death in any jail or prison in the country.

All of this is under investigation by two agencies, and of course any time someone dies in custody there is always the possibility of a wrongful death suit. So, why isn't Sheriff Kincaid talking to the press and making statements? Oh, I don't know, maybe because it would be extremely dumb of her to do so at this time. She has a Public Information Officer for a reason. That person is making statements that can be made and isn't making statements that shouldn't be made due to the on-going investigation.

Also, every single deputy has extensive training in dealing with inmates with mental issues. It is part of their initial and yearly training. You should also know that mentally disturbed inmates can be very dangerous. They use every part of their body, and everything that comes out of it, as a weapon. They not only punch, scratch and kick, but they bite, spit, throw urine, poop and use blood as weapons.

Until the whole story is known, everyone is just speculating what happened. It is tragic that someone died. Tasers are a tool that law enforcement uses when they have to but they are not fool-proof. I know that none of those deputies went into that situation with the intent of harming that woman. Keeping from getting harmed themselves, yes. But intentionally harming her for the sake of hurting her, no way.

The 9th Circuit’s Brooks en banc decision is the leading court decision analyzing use of an X26 CEW in drive-stun mode to gain volitional compliance of an actively resisting person who is not reasonably perceived as an immediate threat or a flight risk. In the Brooks portion of the Mattos en banc decision, the Court laid out the proper analysis for determining whether an officer’s use of force to gain volitional compliance of an actively resisting person by using a TASER X26 CEW in drive stun mode was objectively reasonable. The Court stated that before an officer uses an X26 CEW in drive-stun mode to attempt to gain volitional compliance of an actively resisting person, the officer must give the person a reasonable opportunity to comply with officer’s directives prior to each CEW drive-stun application. This “reasonable opportunity to comply” includes that the officer: (1) must not have a reasonable perception that the person is not capable of volitional compliance to officer’s commands; (2) must reasonably perceive that the person is “actively resisting;” (3) must give the person a warning of the imminent application of force to gain compliance before each force application; (4) must give the person time “to recover from the extreme pain” experienced; (5) must give the person a reasonable opportunity to “gather herself;” and (6) must give the person a reasonable opportunity to “consider her refusal to comply” with the officer’s commands before each X26 CEW drive-stun application.

Fairfax Officials Fail To Disclose Key Facts About Taser Death: Skip Over Details About Natasha McKenna’s Final Days

Natasha McKenna, a 37 year-old African American woman with schizophrenia, was struck multiple times in the head by a sheriff’s deputy during an altercation in the jail on January 31st.

I first reported this disturbing fact in a blog on February 10th that I wrote to alert the Washington media that McKenna had been tasered more than four times in jail causing her to experience cardiac arrest.

The Fairfax Police Department and Sheriff’s Department issued a press release yesterday about McKenna. They acknowledged in that statement that McKenna “assaulted” a deputy on January 31st.

But the statement did not provide any details of that “assault,” nor did it acknowledge that during that confrontation a deputy struck McKenna multiple times on her head, even though the deputy followed standard jail procedures and wrote an incident report that described the altercation.

Why didn’t the police and sheriff’s office release a copy of that report? Why haven’t they admitted that a deputy struck McKenna?

This was not the only omission in the joint press release.


1. The most obvious is the number of times McKenna was shot with a taser. Here is what the press stated.


“a member of the SERT deployed a conducted energy weapon (Taser) on McKenna”

That antiseptic account does not accurately portray the horror of what happened. She was struck at least four separate times with the taser while six deputies were trying to restrain her.

Why was it necessary to shock her repeatedly in a controlled environment?

2. The release rebukes “outside sources” — an apparent reference to the The Washington Post and me - for reporting that McKenna’s finger had to be amputated. Here is what the release states:


There were reports from outside sources that alluded to McKenna suffering an amputated finger. However, the investigation by detectives from the Fairfax County Police Department affirmed that McKenna had a pre-existing injury (missing the tip of her ring finger on her left hand), which was noted during the arrest booking on Monday, Jan. 26.

The press report is accurate. McKenna did have an injured finger when she was booked into the jail. An obvious question that detectives might wish to ask is why didn’t medical personnel in the jail treat that injury rather than leaving it to painfully fester to the point that it needed to be amputated on February 3rd when she was rushed to the hospital.

But there is something else that the press report didn’t disclose.

McKenna’s finger was re-injured AFTER she was booked into the jail during an altercation with deputies. Again, following jail procedures, medical personnel were summoned to her cell and a report was written.

Why was the re-injury not mentioned in the release?

3. The January 31st altercation is significant according to the press statement because deputies used it to justify calling in a SERT team — deputies dressed in padded vests wearing helmets — when it came time to transport McKenna on February 3rd. In addition to NOT revealing that a deputy had struck McKenna multiple times in the head on January 31st, the press release also omitted another fact that I reported in my earlier blog.


McKenna became such a problem that officials at the jail decided last Tuesday, February 3rd, that they would stop waiting for Alexandria to come get her and take her there themselves. That morning, a veteran deputy informed McKenna that she was going to be transferred. McKenna asked if she was going to be hurt by the deputies, an apparent reference to being slapped in the head earlier. He assured her that if she cooperated she would not be hurt.

I reported that McKenna had agreed to go peacefully until she saw the SERT team and panicked.

Why was this not addressed in the press statement?

No one is disputing that McKenna was violent. She spit, kicked, and tried to bite deputies. But let’s not forget that McKenna initially called Fairfax police to report that she had been assaulted, according to the press statement. While responding to her complaint, Fairfax police realized that a warrant for her arrest had been issued. She went with the police without resistance to the jail.

What happened between January 26th when she was booked into the jail and February 3rd when she was repeatedly tasered that turned her from cooperative to combative?

In this morning’s Washington Post (2-20), reporter Justin Jouvenal wrote:

Police Chief Edwin C. Roessler Jr. has promised a quick and thorough investigation and monthly updates to the public…I’ve been watching events around the country and locally,” Roessler said. “As a profession, we need to be more transparent.”

A good first step would be for the Fairfax Police and Sheriff’s Office to release copies of ALL incident reports that involved Natasha McKenna while she was in jail rather than putting out a statement that tells only a part of what happened to her.

The Fairfax County Police Department, in conjunction with the Fairfax County Sheriff’s Office, released the following details regarding the current in-custody death investigation:

On Tuesday, Jan. 20, the Alexandria City Police Department obtained a felony warrant against Natasha McKenna for assaulting a law enforcement officer (Code of Virginia §18.2-57). The assault occurred during an encounter they had with her on Thursday, Jan. 15. On Sunday, Jan. 25, McKenna called the Fairfax County Department of Public Safety Communications Center reporting that she had been assaulted. The arriving Fairfax County police officer then assisted her with making the report and she agreed to be examined at a local hospital for her alleged injuries. Detectives from the Fairfax County Police Department’s Major Crimes Division and Crime Scene Section also responded to conduct a follow-up investigation. While at the hospital with McKenna, detectives and a victim services specialist assisted with the investigative efforts. During the course of the investigative efforts, McKenna elected to no longer pursue the investigation and declined further police services. During the course of the investigation, a record check revealed McKenna had the outstanding arrest warrant for assaulting a law enforcement officer in Alexandria City. On Monday, Jan. 26, shortly after 1 a.m., McKenna was transported from the hospital to the Fairfax County Adult Detention Center (ADC), where the warrant was served and she was remanded to the custody of the Fairfax County Sheriff’s Office, as directed by a Fairfax County magistrate. The Sheriff’s Office made contact with Alexandria at approximately 7:40 a.m. to inform them that they were holding an inmate with an Alexandria City charge.

On Saturday, Jan. 31, McKenna physically assaulted a Fairfax County deputy sheriff while incarcerated at the ADC. On Tuesday, Feb. 3, the Fairfax County Sheriff’s Office, pursuant to its protocols for managing combative inmates, made a decision to have the Sheriff’s Emergency Response Team (SERT) remove McKenna from her cell for transport to the detention center in the City of Alexandria as related to her charge that originated in the City of Alexandria. As the SERT attempted to secure McKenna in her cell and restrain her for transport, she physically resisted the deputies and refused their commands. The SERT consisted of six deputy sheriffs, which included two supervisors.

During the struggle to restrain McKenna, a member of the SERT deployed a conducted energy weapon (Taser) on McKenna. While being restrained, deputies placed a spit net (which is designed to restrict and prevent spitting) on McKenna. A nurse from the ADC medical staff was present at that time to check on her prior to transport and cleared her for transport. Deputies attempted to put her in a medical transport chair, but McKenna continued to be combative and was moved to a restraint chair for transport to a vehicle transfer area, commonly known as a sally port. A Fairfax County deputy sheriff was assigned to record the deployment of the SERT and the video is currently retained as evidence by detectives from the Fairfax County Police Department and will not be released at this time.

Deputies escorted McKenna from the cell area to the sally port where the transport vehicle was waiting. Once at the sally port, medical personnel from the Fairfax County Sheriff’s Office checked McKenna and determined she was experiencing a medical emergency. The spit net and restraints were removed and medical staff and deputies from the Fairfax County Sheriff’s Office administered CPR and an automated external defibrillator (AED) while awaiting rescue personnel from the Fairfax City Fire Department. McKenna was then transported to the hospital by ambulance and after life support was removed, died on Sunday, Feb. 8.

There were reports from outside sources that alluded to McKenna suffering an amputated finger. To date, detectives from the Fairfax County Police Department have conducted an extensive number of comprehensive interviews, and the in-custody death investigation is active and on-going. When complete, detectives from the Fairfax County Police Department’s Major Crimes Division will present their entire investigation, which will include any video and data from the conducted energy weapon, along with the findings of the Office of the Medical Examiner (still awaiting report), to the Commonwealth’s Attorney’s Office for an independent review to determine if there is any criminal liability under the Code of Virginia.

All information provided in this release is based on the ongoing investigation and may be subject to revision as the investigation continues. The Fairfax County Police Department and the Fairfax County Sheriff’s Office continue to work together to release information and complete a swift, thorough investigation. The Fairfax County Police Department will provide further updates within the next 30 days or as soon as additional information becomes available.
