Eh, it's through attrition and it is just an introduced bill. Odds of it becoming law under this POTUS are zero to zilch.

Inside the beltway isn't going to decline anytime soon.

Same bill is introduced each year. The problem is you just hire the contractors to do the same day-to-day work. You haven't saved any money. They need periodic RIFs to get rid of the dead wood and bring in new hires at a much younger age.

I'm a fed pulling in $175K a year. I work in a FIRRA agency and my position is equivalent of a GS14. The ceiling of my job goes up to $200K. Next year, it will go up another $3 - 4K. By the time I retire, it will be around $250K. I get FREE dental and vision, life insurance and more TSP matching than the regular FERS folks. My retirement is sweeter as well. On top of that, I get to telework 2 days a week.

I work my contractors like dogs. Life is good.

Federal employment is nothing more than a welfare program for braindead zombie bureaucrats. The U.S. could get by fine with a 80% reduction in government employment. Would be nice for all those fat, lazy, stupid fuckers to have to get real jobs.

Speaking of government contractors, when the federal workforce is reduced its just made up for by more contractors. Probably a positive since the contractors do most of the work anyway.

If you call the tripe that government contractors do "work" then I suggest having your head examined. I tell my kids everyday if you want to skate through a career working less than 40 hours a week and have no stress then try to get a government contracting job. Easy breezy and not reality. Knock off around 4 and hit happy hour every night. Overbill the contract and watch the money roll in...

If you don't UNDER-bid a contract, you don't win it. When you do win it, you have to piss off all your contract staff by shortchanging them everywhere you can since you can't really afford to perform the contract for the price you bid it for. This is why contractors bust their butts -- they are hoping to get an offer to convert to staff. Doesn't happen all that often, as most contractors are actually poorly-trained, useless, private sector, do-nothing slugs. It's just the cream of that crop that is capable of making any actual difference, and they are the only ones who get the call to the big leagues.

A lot of the work that the senior staff don't want to do is contracted out. They often involve mature technologies and bad software that no one inhouse wants to tackle. Even if done successfuly by an outside hire, the skillset isn't really in the long-range plans of the org.

^^^^ It's actually true. Almost all the junior staff wants to federal jobs. Only the directors and partners don't. The really site managers want to be directors and the really good directors want to be partners. The average mangers and workers want to get into the federal service. We want the really good managers and directors but they make too much in salary and/or bonuses to even consider work as a fed.

Actually, I have many years of experience with contracting on both the federal and private-sector side. You by contrast are merely an imbecile.

Just go back to your office and finish reading the paper or play solitaire or whatever else you do to burn your 5.5 hour "work"day.

We'll let you know when the work that you're supposed to be doing is finished.

Junior staff always want something better than they have. Watching the Feds do squat and head home early every day while they work probably does look appealing.

That may be the case on some general administrative support contracts with second-tier contracting firms but usually not for people with specialized skills and at better firms.
