Filler-Corn agreed to sponsor this legislation PRIOR TO the RS article becoming public. She cares about young campus crime victims, and did not create this bill as a knee-jerk reaction because of a magazine article.

Virginia has a jurisdiction issue. Any felony that occurs on campus property is investigated by campus police. Therefore, not all crime victims are receiving the same level or response. HB1343 tries to stabilize that by requiring that all reports of campus felony crime (whether the report is to campus police or local law enforcement) also be shared with the Commonwealth Attorneys office within 48 hours.

Collaboration with Commonwealth Attorney means that the victim is assured that proper protocol is followed and also that these young victims of felony crime are fully informed of all their options.

Why is this necessary? The Virginia Crime Commission did a study of all Virginia campuses in 2010 and what they learned is that not one case of reported rape or sexual assault (regardless of the university it was reported to) resulted in an arrest. Not one! That is an alarming statistic.

So, whatever you are trying to shoot down, do your homework. This bill is neccessary to protect campus rape victims. Since most Univeristies turn a blind eye to campus rape, how can you argue with this bill?

FYI, there are dates that bills can be introduced. You can add drama to the filing date .... but the bill was prepared before the RS article came out. She had to wait for the proper filing dates which were published long before the RS article.

DO you know anyone who has been raped on a college campus? If you did, you would know that the collaboration between campus/local police and the CA are crucial to the investigation. Her bill would also stop false accusations because the CAs would be involved as soon as the report is made to the police. They would follow protocol guidelines and determine the validity of the complaint from the beginning.

You might have a beef with Eileen on other issues, but on this issue you are absolutely wrong.

Your comment "Aren't people who become aware of a certain class of felony already bound by law to report them? Would that not extend to campus administration?" The answer to that is a resounding no, however, her bill does not address that point.

I suspect you can't see a any goodness in this legislation simply becuase she is chief patron. However, Albo is co-patron. This is a non-partisan, excellent, and necessary piece of legislation that affords all campus felony crime victims a proper investigation.

Look I don't like Robin and Mike Gardner probably as much as you do wingnut but I think it is a tenuous stretch to link Mike's crimes and his wifes denial to people who had political associations with them. The Gardner family were well known and even somewhat popular not only in Falls Church but all over Northern Virginia. The couple has socialized with a lot of people and attended fundraisers and events with many more, myself included. If I would have known what Mike Gardner was capable of, he would not have wanted to be in the same room with me, and I am sure that this same feeling is shared by many, including Eileen Filler Corn.

I hope he is convicted at retrial and never sees the light of day gain, but let's be fair to those who had no idea what he was capable of.

SusanR - of course Filler-Corn introduced the bill to respond to the Uva allegations. She is a politician, and being a progressive one, was likely incapable of recognizing that a story proffered by Rolling Stone had the potential to be only about a narrative and be devoid of, well, truth. Your assertions may be technically factually correct but don't get at the motivation behind the timing of the legislation. Politicians are opportunists - you don't expect us to belive otherwise?

This having been said, I agree with her legislation and your support for it, although likely for reasons different than an effete mediocre Ithaca College graduate would adopt. Universities do not investigate serious crimes very well, and the local police forces and Commonwealth Attorneys should be involved, and quickly. Universities are so rife with politically correct neo-Marxist notions and vacuous identity politics I wouldn't trust them to do the right thing in rape cases, whether it be a case of legitimate rape (which reflect the vast majority of allegations) or false cases (such as the recent UVa matter). So for reasons Filler Corn likely does not share, I think her legislation makes sense, no matter if the timing was politic.

I do not believe Filler Corn could have reasonably known about Michael Gardner's alleged predilections.

But now she has a problem, doesn't she? Child molestation victims are certainly as deserving of redress as college rape victims, so one would think.

And her lifelong college friend has confessed on a recording to knowledge of a sex offense involving a Gardner family member, and encouraged a witness to defer a complaint until after the resolution of an existing proceeding. There are burdens with being a public figure and a politicans. Query what public statement will soon issue disassociating herself from these one time awe inspiring political kingpins of Falls Church?
