Was there an incident that prompted this or is this just feel good legislation from some butt hurt activist and the mayor felt like he could look like a good guy and suffer no repercussions?

The "incident" would be that too many horrible pet owners keep their dogs tird up outside all day and all night, and even during harsh weather conditions. The dogs can't fend for themselves, so passing this law is very necessary. I am not a democrat, just an avid animal lover with three dogs of my own. I applaud this decision.

I don't have a dog in this fight (literally), but I guess the implication is that you need to have a fenced yard if you want a dog - or you keep it inside all day. Sounds reasonable to me.

I have new neighbors who moved in with two large scary dogs. They put up an electronic fence to keep them contained. Anyone know if those things really work?

Such laws are necessary because -- as you so clearly illustrate -- there are still utter neanderthals on the loose out there who have no clue at all as to what the proper treatment of animals might be. Glad to see Fairfax City working to send these louts a message.

You can usually keep a large female in an electronic fence. Males can be tougher. If they aren't fixed, the males can be next to impossible
