I went to file a FOIA report today at the government office and I noticed that this is block but twitter and facebook are not why is that?

Not Blocked very well..
when I am at the Rec Center, Fairfaxunderground.com is blocked,
but you can just go to Novaunderground.com and access the same exact posts.

This is in response to your email request dated December 10, 2014, for information regarding whether it is possible to obtain the internet activity of County employees for the month of July 2014.

The Department of Information Technology (DIT) can provide the following options:
Option One: Report of the Top 500 URLs visited by County employees throughout the month of July 2014 (this report will need to be run for each day in July)
Option Two: Report of the Top 500 Internet Users in the month of July 2014. (this report will need to be run for each day in July
Option Three: If you prefer to narrow your request to specific County employees, we can run a report for each individual use of all internet activity during the month of July 2014. (this report will be run for each individual employee specified)

Pursuant to Va. Code Ann. 2.2-3704(F), the County is entitled to make reasonable charges not to exceed its actual costs for accessing, duplicating, supplying or searching for the requested records. Please be advised that the County has preliminarily determined that the cost for Option One to be <$43.96/per hour X 15.5 hours = $681.38>. The estimated cost for Option Two is also <$43.96/per hour X 15.5 hours = $681.38>. If you elect Option Three, DIT can provide you an updated quote based on the number of users you specify.

If you would like to proceed with your request, please advise by responding to this email. If you do want to proceed with your request, the County will require an additional seven work days after you have notified us to process your request in accordance with Va. Code Ann. 2.2-3704(B)(4).

Are you saying that the Fairfax county Government provides internet access to the public, but specifically blocks access to a discussion website?

That is not allowed. It's already settled in Federal Court.
