It means that it was a midterm election. In a second term. Warner runs next in 2020. He could easily win by 10% then.

It's since 1934 actually, and 1998 was an exception. Expecting to make big gains in the mid-terms with Clinton "tarnished" by the Lewinsky scandals, Republicans gained nothing in the Senate and lost five seats in the House. Newt Gingrich along with his ethics violations and shutdown mantra was run out of town on a rail as the result. With that perhaps special outlier, it has indeed been like clockwork for the party in the White House to lose seats at a second mid-term.
